Just checking in like many others, to see if there were any new developments on this sweet little guy. My prayers go out for him. :praying:

On the other end of the scale....Abusers. :banghead: Don't ya' just wish sometimes we were in the old west? Can you say short piece of rope and a tall tree?

Weekend comes to a close...no news?? Poor lil guy. I always try to think of a positive and think -- at least he won't be subject to anymore abuse. Sometimes its just the little things...but often in the death of a child they have saved others from the same fate as themselves.

Just checking in...I am sure the snow and cold is preventing searches

thoughts and prayers for this little guy....this is so sad...what on earth is wrong with this so called "mother"?? to allow the abuser back in their lives?? I still wonder what happened to the boy who Corey abused and hurt 11 years ago, Marc's half brother, Corey's own son??? how is he? WHERE IS HE??

Just checking in on Marc.. prayers little one!

Checking in for info this afternoon. Glad to see the parents have taken polys. As for Bird, I see no reason he would take one because I believe 100% he did something horrific to this child.

Praying Marc is found soon and justice will be swift!

Any news about this precious boy?

  • #269
I write this here because no Amber Alert was issued for Marc when he was reported missing because "No car was identified in poss. kidnapping" and "no witnesses to abduction". This boy was 4! Now sure, the consensus is of course that the piece of filth that was "caretaking" killed him and the police are on a find the body mission, not find the living boy, BUT...when oh when are they going to change the criteria regarding missing children and Amber Alerts!!?? It really makes me sick when no alert has been issued. Is it a question of money? Of people not wanting the hassle? Of LE not wanting to do it? WHAT?
I will tell you this, if my 4 yo grandson was playing in my backyard, and I turned my head, and then he was GONE...NO amber alert would go out because no one witnessed anything?? Or no one saw a car?? I really don't get it. Does anyone know why the Amber Alerts are like this??
If an Amber had gone out on Marc immediately, it could be very likely that since it was immediately in peoples faces so to speak, that maybe someone would remember that they saw that little boy with Byrd that day, or remember seeing Marc, or whatever...but when the news doesn't even pick it up for a couple days, people forget, or convince themselves that they didn't see anything, etc.

I know, another rant, but the Amber system really does tick me off.! JMO.

Amber Alerts:
http://www.amberalert.gov/guidelines.htm

The government guidelines:
  • There is reasonable belief by law enforcement that an abduction has occurred.
  • The law enforcement agency believes that the child is in imminent danger of serious bodily injury or death.
  • There is enough descriptive information about the victim and the abduction for law enforcement to issue an AMBER Alert to assist in the recovery of the child.
  • The abduction is of a child aged 17 years or younger.
  • The child’s name and other critical data elements, including the Child Abduction flag, have been entered into the National Crime Information Center (NCIC) system.
http://amber.ny.gov/ New York state Amber Alert critiera.
** note: each state has slightly different guidelines.

The New York State AMBER Alert Plan can be activated when an investigating law enforcement agency confirms that:
  1. An abduction of a child (under the age of 18) has occurred, and
  2. The child is believed to be in danger of serious bodily harm or death, either due to the actions of another or due to a proven mental or physical condition.
Even if formal activation criteria have been met, activation may be impractical if available information is not specific enough and/or an extended period of time passed since the disappearance.
For example, an AMBER Alert specifying involvement of a white van (without a license plate number) could actually hinder an investigation by causing the public to inundate police agencies with possible sightings.

What is the AMBER Alert System?
amberHagerman.gif

The AMBER Alert System began in 1996 when Dallas-Fort Worth broadcasters teamed up with local police to develop an early warning system to help find abducted children. AMBER stands for America's Missing: Broadcast Emergency Response and was created as a legacy to 9-year old Amber Hagerman, who was kidnapped while riding her bicycle in Arlington, Texas, and then brutally murdered. Other states and communities soon instituted similar plans as the idea was adopted across the nation. The National Center for Missing and Exploited Children (NCMEC) and the U.S. Department of Justice assumed responsibility for co-ordination at the national level.

NEWBURGH – Cory Byrd, the boyfriend of Marc Bookal’s mother, has declined the Newburgh City Police Department’s request for him to take a polygraph test. The rejection came via Byrd’s attorney, Erik Indzonka, city police said Tuesday.

Meanwhile, the 4-year-old’s biological parents, Christina and Yul, both were found to be truthful in their responses when they took polygraph tests days before, said Police Sgt. Paul Weber.

Glad to know the mother was truthful. I knew Byrd wouldn't take one.

Praying this baby is found soon.

Still thinking about you Marc.

  • #275
thanks Cory.. I spit in your eye now! feel it! Where is this baby!!!!

  • #276
Ok, I knew Byrd would not take the poly. At least the parents are cleared according to the report of the poly. I am glad, cause I wanted to know if maybe the mother knew something. Right now, she just appears guilty of stupidity for letting loser convicted child abuser BF live with her and knowingly leave the poor child alone in that unsafe environment. Too bad what women will do just to have a man - any man, so desperate to be loved they put their own children in danger.:banghead:
Anyway, seems we are just waiting for a body to be found, no evidence of a family/friend abduction. Either that or a confession from SOBBF.
IMO he has moved on to a nicer place, and is playing happily in heaven.
Thanks for the latest news!

I wish they would find this sweet little boy. I can't stand the thought of him being out in the cold. :furious:

Thanks for the Amber Alert Info Dreamweaver!!

But I must admit, I'm still vexed about the whole alert...even their criteria is ambiguous if you ask me.

Also, if ALL the criteria has to be present, it's a wonder we get any Amber Alerts at all. To me, I think some sort of alert (perhaps a new one is needed besides Amber Alert) needs to go out IMMEDIATELY if a child is under a certain age. Isn't it reasonable to think that a 4 year old that is missing is somehow in imminent danger? Plaster that baby's face EVERYWHERE and I think we would see more happy endings than we do now? But to say that LE has to think he's in imminent danger, PLus have description, PLUS think they were kidnapped...I mean, if a child under 5 disappears, no matter what the circumstances, the public should be immediately notified!
As far as Marc is concerned, even if LE thought the BF was responsible from the get-go, they only THOUGHT it..they don't KNOW it. The fact that marc is 4 and missing, should have been enough to instigate an Amber Alert IMO. What LE in their right mind would think that's normal? Or that the child isn't in imminent danger?
I see from an above poster that LE is requesting security tapes NOW...gee, if an Amber would have went out the DAY he disappeared, perhaps somebody's tape would be relevant. Tapes requested days later have the possibility of being taped over.

This is from the Amber Alert Website

Age of Child
Every state adopt the “17 years of age or younger” standard; or, at a minimum, agree to honor the request of any other state to issue an AMBER Alert, even if the case does not meet the responding state’s age criterion, as long as it meets the age criterion of the requesting state. Most AMBER plans call for activation of the alert for children under a certain age. The problem is that age can vary---some plans specify 10, some 12, some 14, 15, and 16. Differences in age requirements create confusion when an activation requires multiple alerts across states and jurisdictions. Overuse of the AMBER Alert system will undermine its effectiveness as a tool for recovering abducted children.

First, I'd like to know how overuse would undermine its effectiveness. Even if you saw 2 alerts a day for a young child, would you not look at the picture? Would you not read it? Of course not..most of us would. They're showing a pic of a child who is MISSING. Most people would not get "sick of " seeing pics of missing children, thereby reducing the effectiveness.
Second, why at the age of 4 did Marc not warrant an Alert? Particularly when the Amber site says that their criteria are RECOMMENDATIONS, not carved in stone. It's basically up to LE of that jurisdiction to issue one..so SHAME ON THEM that they didn't! Who knows if the moron BF just dumped Marc out in the woods, or in a field, maybe if an alert went out SOMEONE would have seen him! Or at least been looking!

Guidelines for Issuing AMBER Alerts
Every successful AMBER plan contains clearly defined activation criteria. The following guidance is designed to achieve a uniform, interoperable network of plans across the country, and to minimize potentially deadly delays because of confusion among varying jurisdictions. The following are criteria recommendations:

Law Enforcement Confirms an Abduction
AMBER plans require law enforcement to confirm an abduction prior to issuing an alert. This is essential when determining the level of risk to the child. Clearly, stranger abductions are the most dangerous for children and thus are primary to the mission of an AMBER Alert. To allow activations in the absence of significant information that an abduction has occurred could lead to abuse of the system and ultimately weaken its effectiveness. At the same time, each case must be appraised on its own merits and a judgment call made quickly. Law enforcement must understand that a “best judgment” approach, based on the evidence, is appropriate and necessary.

Risk of Serious Bodily Injury or Death
Plans require a child be at risk for serious bodily harm or death before an alert can be issued. This element is clearly related to law enforcement’s recognition that stranger abductions represent the greatest danger to children. The need for timely, accurate information based on strict and clearly understood criteria is critical, again keeping in mind the “best judgment” approach.

Sufficient Descriptive Information
For an AMBER Alert to be effective in recovering a missing child, the law enforcement agency must have enough information to believe that an immediate broadcast to the public will enhance the efforts of law enforcement to locate the child and apprehend the suspect. This element requires as much descriptive information as possible about the abducted child and the abduction, as well as descriptive information about the suspect and the suspect’s vehicle. Issuing alerts in the absence of significant information that an abduction has occurred could lead to abuse of the system and ultimately weaken its effectiveness.

NCIC Data Entry
Immediately enter AMBER Alert data into the National Crime Information Center (NCIC) system. Text information describing the circumstances surrounding the abduction of the child should be entered, and the case flagged as a Child Abduction. Many plans do not mandate entry of the data into NCIC, but this omission undermines the entire mission of the AMBER Alert initiative. The notation on the entry should be sufficient to explain the circumstances of the disappearance of the child. Entry of the alert data into NCIC expands the search for an abducted child from the local, state, or regional level to the national. This is a critical element of any effective AMBER Alert plan

This just really sticks in my craw that no Alert was issued for him. Hayleigh Cummings went missing Tuesday night (gee, much like Marc! A missing child and an open door!) and an Amber Alert was issued, local, state AND the FBI were searching for her the day she went missing! Hmmm...anyone care to guess at what the difference between the two are, why Hayleigh got an Amber and Marc did not, particularly since the circumstances of their disappearances, their ages, and the fact that they were both with "caretakers" are so similar??

RSBM..
Could it be that they already knew that scum boyfriend had something to do with Marc's disappearance? Afterall, it wasn't very long after Marc disappeared that Bird was in jail for child endangerment. Oh, and not to mention, the burns on little Marc's hands.. they happened while Bird was watching him as well.. It was clearly evident from the start that Bird was a violent child abusing p-o-s..

I think the same thing....Amber Alerts are not much good IF there is already a real POI ...or suspect.....

In fact my own thought (perhaps a bit "cold" but honest and logical) is that much of this "national attention" doesn't really solve many cases.., when you are states and miles away from the situation

will people in California or Florida "spot" Marc?? I doubt it

SOME cases...where there is an actual abuduction yes, then the amber alert, etc is needed

like it or not, the fact is that MOST "found alive" cases are ones where someone snatches an infant cause they want to be the "mommy".....cases where there is a custody dispute (parent wants child doesn't want to kill them).....it is a runaway situation....or a "binge/party" situation (like the gal in Oak Park)....or a "Silver Alert" where the person just wandered away....they are often found ....or a case where a child is autistic or mentally disabled and wanders away....a case where a child (of any mental capacity) is lost in the wilderness
or SOMETIMES when a pervert has taken a child...and they have info on this/description

other than that....chances are pretty slim that an amber alert helps in domestic situations

and this, with that jerk Corey, was domestic from the start and I am sure LE had other evidence JMO

Sad to say, IF we have "too many" amber alerts they lose their potential effectiveness, people will tune them out more

the cases where we should all be "on the lookout' are often domestic/custody cases...not as "media worthy" and they don't get the ratings so little coverage

for instance...I live in Florida....chances are I won't stumble across Stacy Peterson or Natalee Holloway...but...there are many non custodial parents who will snatch their kid and come down here , lots of newcomers, transients, good place to "get lost"...so it would be good if they had their pictures up

I doubt I am going to see Susan Powell or any other of these "media" cases

I think more effective would be more pictures of missing people on the tv...sort of what they put on at the end of "without a trace" etc

the Walmart picture showcase has found a lot of missing kids I think (again, mostly custody cases)

I just feel this "why no Amber?" cry comes up in so many cases...cases where an Amber alert would not have done anything at all
all this is JMO of course
