I know sizes have gotten bigger over the years but would a 5'1 woman who is 109 lbs wear a size 7?

Agree. I think a size 7 is probably about right. Also, US clothing sizes are not standardized - sizing varies by manufacturer, which was true both then and now.

I'm 5'1" and when I weighed 105 pounds, I wore either a size 5 or 7 depending on the fit.
