The Case

On January 27, 2006, the decomposing body of a young woman was found floating along the dock at the end of 14th Avenue on College Park.

Jane Doe
The Jane Doe was described as a black female in her late teens or early twenties, between 16 and 21. She had black hair and her eye color was unknown due to decomposition. She was pretty tall for a woman, standing at 5’8” (173 cm). She weighed about 140 pounds (64 kg) with decomposition taken into account. Her hair was curly, and it was styled into two inch (5 cm) long braids.

She had a 2 inch (5 cm) long scar on the anterior side of her left forearm and a 1/2 inch (1.25 cm) long scar on the anterior side of her right knee.

The Clothes
The deceased was found fully clothed.
She was wearing Zena brand blue jeans in a size 8, blue and white socks (Baby Girl? I don’t know if that’s a brand or what was inscribed on the socks), New Look brand black sweatpants in a size 12, a Makaveli brand gray t-shirt with “Makaveli Branded” and “M” on the front in a size medium, a Gildan brand navy blue sweatshirt in a size large, and a Lily brand black bra in a size 34B.

Jane Doe was also wearing pink and white “World Cup” tennis shoes.

There is an artist’s sketch of what the deceased woman may have looked like in life.

She was identified as Anneth Joseph Mangawo and is now in ClaimUs - UCP138474

The only mention of her I'm finding is on a...mildly sketchy forum, which claims that she was the daughter of a Tanzanian ambassador. It seems like she was reported missing. As usual, I have to wonder why she didn't make it to NAMUS.

They way I understand it she was not the daughter of the ambassador, but came with him to the US and disappeared while there. Did she leave her job with the ambassador to find a better life in the US or...?
It seems like she came with the ambassador as a domestic/household worker. She disappeared in December 2005, so I imagine her death happened shortly after that.

The explanation given, that she was abusing the children (I assume she was caring for the children of the diplomat) and they took her to school to learn English sounds very iffy to me. I suppose it could have gone this way, that she took her ID and passport and disappeared after that, but there is another possibility that the cynic in me finds a lot more plausible.

She could have easily been in the river since December. She was decomposed, and decomposition happens slower when the weather is freezing.

People taken overseas for domestic work are at high risk for abuse and mistreatment. Much of the modern slavery in the world is people travelling somewhere for what they think is legitimate work and finding the circumstances are not what they expect or finding themselves at the mercy of an employer who steals their identity documents and doesn't pay them.
