This article has a photo of the head from last year, when it was quietly resting in the woods, about 25 miles upriver.

So the most likely explanation is that it was dumped in the woods several years ago, and then recently someone rolled it down the hill, across the railroad tracks, and into the river.

So, it was previously hanging out in someone else's neck of the woods?

*Thank goodness it wasn't a floating booty... imagine all those one-liners! It reminds me of this thread (which still makes me laugh)

It looks like this particular mythical god of mirth died laughing his head off... And he was designated his place in the nether world...
