Oh ok I wasn’t sure if it was previously reported that he had no license at all. A few of the headlines I read made it out that he was completely unlicensed.

I haven't read any of those. The first thing I heard about his license is what was stated by Cuomo this morning.
He was listed as the owner, but his sons ran the business.Shahed is the sole owner of the limo company.

Because they crushed each other to death and/or were thrown from the vehicle. That’s my guess. Autopsies are being done on all 20 of the deceased.
I’m also guessing the modified limo broke apart upon impact in some way. It wasn’t in good shape to begin with.

OK, I think I found it:
The Sept. 4 inspection found multiple safety violations of a 2001 Ford Excursion owned by Prestige with the license plate TOGALUX1. The Excursion was cited in September for a malfunction of the ABS indicators for the hydraulic brake system; operating a commercial motor vehicle without proof of a periodic inspection; defective emergency exits; failure to correct defects noted on previous inspection report, and defective windshield wipers.
The September inspection also cited a"failure to correct defects noted on previous inspection report" back in March.
In that March 21 inspection report, Prestige was cited for several issues with the brakes on the Excursion, including brake connections with constrictions and brakes out of service.
Prestige was also cited for operating the Excursion with seating in excess of the manufacturer's designed seating capacity.
It also was cited for several local law violations as well. In all, Prestige was cited for 22 violations to its vehicles in five different inspections in March and September.

The front of the vehicle is described as “destroyed” so I’d expect severe crush injuries in the driver and any pax that were close to the front. Anything or any person unsecured in a vehicle going from 60+ mpg to 0 instantly will become a 60+mph projectile. So sadly, there are likely to be cervical spine and head injuries as well as torn aortas, ruptured spleens and livers = fatal injuries.
Remember: No seat belts or shoulder restraints, no air bags, no inside padding, and those seats would be slippery and impossible to keep from sliding with the impact.
It seems like the trend is to keep govt out of things. To lessen regulation. Is something like this worth having govt not regulating? No inspection to see that the citations were taken care of?
From what we've seen, it's pretty clear Hussain doesn't care about laws.
