I honestly can't find any information under either name :/ No one in NamUs under 'Felder' either, but that doesn't mean much because it seems like most NY MPs don't get added onto NamUs.

This is almost definitely a young guy. An anime fan, seems pretty nerdy. Local colleges are for sure a place to check.

My research matches yours, and the theory fits the other details we know about him. I have encountered older guys with an interest in anime, etc. but I think this guy is young too. His Whitebeard tattoo doesn't look like it was done in a shop, but the symbol for sure does, so I think he's probably between 20-25.

Edit to add: Felder was arrested in December and again in January. He might be running from court dates, etc.

I really don't know why this UID wouldn't be reported missing? He's a young guy, well-dressed with 'professional' looking tattoos (i.e. i doubt he's a transient), has been missing for at least 3 months now so there goes my theory that he wasn't reported missing initially due to physical distancing...i keep finding different resources that post NYC's missing and its never the same set of people? There's a FB page, a Twitter page, the Missing Persons Clearinghouse, NamUs, etc and none contain all those reported missing (which i understand I guess as NYC contains more people than my entire province + SK) but it is nagging me that this guy has been reported missing and I just haven't seen the report yet.

Agreed but hey it's NY and he could have moved there for work from anywhere in the country and may not have family in state. I keep hoping for cases like this that being a no-show at a family Christmas might prompt family to report them missing or look for people like this guy.

This case drives me crazy!! You really don't want to think that a seemingly average young guy can drown and remain unidentified for 8 months (not implying that its any less tragic when homeless/transients remain unidentified, its just more common).
Did another NamUs search, here are some possible IDs. None have any stand-out features i.e. the identifying tattoos or nose piercing (never know how old the photos used are tho!)
btw, by the lack of facial hair mentioned, are we to assume that this UID has no facial hair?
Krzysztof Groman - DLC June 29, 2019. White, 40 y/0, 6'1", 210lbs. Suffers from unspecified medical issues. I thought I'd bring him up cuz Wallington. NJ is literally about a 25 min ride from where this UID was found. I have no idea if this guy has curly hair though, its so short!

Bobby Lee Rodriguez - DLC Sept 30, 2019. Hispanic, 25 y/o, 5'10", around 215lbs. Seems like kind of a independent spontaneous guy, apparently returned to the US and went camping without telling anyone during October of 2019.

Eduardo Cardenas - DLC April 30, 2019. Hispanic, 40 y/o, around 5'10 and 210lbs. If you look up his name he actually went to Atlanta with 2 other friends - one friend was found dead, and the other 2 remain missing. I'm guessing the other two were killed and they just haven't been found, but you never know...

Did anyone else notice, especially on the "white beard" tattoo, that the black ink is so dark still? It looks pretty new like it would have been done within the last year or so. I could be totally wrong, I don't have tattoo's but most of my friends do and it just looks so fresh still. Could be the lighting too idk.
If that is the case that it looks recent, wouldn't anyone think to ask local tattoo shops about the tattoo? Just thinking out loud!

If you look closely at his white beard tattoo, the 'bone' on the left doesn't look fully colored in, just leads me to believe this was not a professional job either. But then again, both tattoos look like that, and perhaps it has something to do with skin breakdown in the water.
I'm wondering if NYPD is ever planning on releasing a facial reconstruction on this guy? Doesn't seem like he was in the water for that long. I know that faces can distort very quickly in that environment so it's likely too gruesome to post online but I bet a skilled LE artist could still take his features and put together a pretty good idea of what he looked like in life.

Here's a representation of what the tattoo design probably was.

Yeah, this appears on the banner of a group called Whitebeard Pirates.

Just some insight from a One Piece fan. This symbol is most recognized as being related to character Portgas D Ace "AKA Fire Fist Ace". He has it tattooed on his back and he is 2nd commander of the Whitebeard pirates. He is also the brother of the lead character Monkey D Luffy.

Very glad to see he has been identified! I wonder if we will hear more about him during life.
