Maybe no one reported her missing? if someone was reported missing do they ortimatically (sp - shame!) go onto the charleyproject/doe network site?

Sadly, the police refused to take the report from the family. Not only did they refuse to take the report, but they made some derogatory comments to her family at that time. They should be ashamed of themselves.

Do MP/UID for long enough and you realize there are a lot of bodies out there that could have been named, had LE not turned family away.

I wonder when she went missing? Also, I wonder if there was never a missing persons report filed because her loved ones failed to do so or if LE just refused to take one, like they did with Tonia....

This article says that they reported Tishana missing to East Cleveland in the summer and just contacted Cleveland PD this past Sunday. They initially thought she was staying with a boyfriend in Akron. They haven't seen her in over a year.

I didn't see when she became "at large" did you? The sad thing is, it very well could be that the reason she is "at large" could be because she is dead.

25 since 2005? Or is he meaning total. Maybe He didnt start killing until after his release from the 18 years but that would be when he did he really went to work. I hope they talk to inmates he was locked up with to see what he has said and if they may have had the same ideas he had no need to not document shared cellmates in case there is some sort of prison serial killer lesson prison program.

It looks like the same woman to me too. She probably violated her parole because she failed to report to her parole officer.

It's no wonder that there are so many unidentified people who can't be matched to a missing person when you realize how many are never reported missing in the first place.

As for walking around with his trash bags... my thoughts earlier almost to the T. I also had posted the thought that, being a bus rider, he also could have had other hunting grounds and brought little pieces back with him like, for example, the head that was found in the bucket.

I saw that suggestion about ranging outside his area and thought it was very plausible. A person like that could cover a lot of ground even without a car, and not leave much trace.
