Louisa, Kentucky?

Yes. That's what they said. Of course I thought it was someone's name, well it is someone's name, she had a town named after her! I assume. Mystery solved.

Louisa, Ky is located to the north of Inez, Ky.
pronounced "Eye-knees".

Have you ever been to Inez, that little town is like Piketon expect for where Piketon had uranium and furniture factory it had coal mining but it has a lot of crime, drugs and corruption in politics. Martin county has 12000 people living in it with 3 courthouse, the county is broke, you can’t drink the water but they keep raising the water bill, old people on a fixed income can not afford to live there, it’s on the news all the time for drug bust, don’t get me wrong Martin is like everywhere else it has good people living there also but to many politicians are corrupted and their family keeps voting them back in to office JMO it’s a lot like Pike county Ohio JMO

Thanks CC, this is great research.
The only thing I can think of is that maybe AW didn't want her whereabouts known as of 7/2018. That was the month the Grand Jury met. If her whereabouts were unknown, she couldn't be served with a subpoena to appear before the Grand Jury.
Perhaps she thought the W4 might settle quietly and anonymously in Montana or Missouri?

Interesting question, yes, why did Angela hide her current address in July 2018? She lied to the court (when her father's estate went to probate during that month) saying that she still lived in Kenai Alaska when in fact she had been living in her dad's South Webster Ohio house since May. And why give up her rights to be the executor of her dad's estate, turning the responsibility over to her mom? Was she avoiding law enforcement? Something was going on with her.

52 Havener Lane, Webster Ohio
Angela's house where she lived and was arrested.

The Wagner's were seen on a regular basis in South Webster Ohio from around May 2018 until their arrests in November 2018. Point 3 miles (one minute) down the road from Angela's South Webster house is the Sunoco gas station and on November 18, 2018, the owner of the Sunoco station said the Wagner's had been coming into her store for the past 6 months which goes back to May 2018.

November 18, 2018; Pirul Patel points out the 4 Wagner's after their arrests
in her South Webster Sunoco gas station store.

".....The Wagners settled in South Webster, population 860, about six months ago, said Pirul Patel, the owner of the local Sunoco station. For all appearances, their life was normal. Regularly, Patel said, they came to her store for gasoline, Subway sandwiches, and cigarettes.

When she learned about the arrests from Wednesday morning’s local newspaper, Patel said she was shocked.

“That scared me because I see them all the time,” she said. “I can’t believe that would happen.”

You could be on to something, that Angela was avoiding the possibility of being served a GJ subpoena because July 2018 is is the exact month that Fred was called to testify before the GJ and of course it's possible she was afraid of being arrested.

I believe the Wagner's were in Montana and Missouri in the time frame of mid-May to mid-June 2017 when they were "missing" and Angela said they were on vacation.
Yes it's possible they were contemplating "hiding out" anonymously in one of those states.

Pike County investigation: 8 deaths and multiple arrests were tied to one key factor — child custody

...My 2 Cents....

There was a probate court site for AW's father's estate and that site showed the specific signed documents by AW etc.

I can't find that site now but my guess is that Scioto County has updated their website and those documents/details are now missing.

I think AW was in Ohio signing documents for her father's estate in July 2018.

I am not a probate person but it appeared to me that she was trying to settle his estate and it would benefit her financially. The State of Ohio did not file a claim against the estate in mid-July when this started so it's possible that she didn't realize that the state would seek repayment for Medicaid.

This is only my theory and my recollection of the previous court site. moo. jmo.

How do you find the actual detailed signed documents?

Scioto County Probate Court
602 7th St, Portsmouth, OH 45662
(740) 355-8351

Once you have located the appropriate county and view the Probate Court Docket online, usually the steps involved in obtaining a copy of a will or other probate court DOCUMENTS directly from the probate court will include the following:
  1. Appearing in person and asking for a copy of the will or other probate documents, or making a written request by fax or mail if applying in person is not feasible.
  2. Paying a copying fee for the number of pages that the will or other probate document contains. These fees usually range from $1.00 to a few dollars per page.
  3. Providing a self-addressed, stamped envelope for mailing the copies if the request is not made in person.

This is the Pike County Probate link. Pike County Probate Court - Record Search
You can look at the probate documents of most of the victims here.

Scioto County had the exact same detail (as Pike County) on AW's father's estate previously. My guess is Scioto updated their website and now that detail (that you can access on Pike County's site) is not included on the Scioto website.

AW's dad did not have a will. The probate documents were all publicly available on the court site so no written request was necessary in the past, no fees and no SASE.

I saw that too. But prosecution probably made deals. The judge usually goes with prosecutors recommendations unless it goes against law. I'm sure Judge Deering knows that he had them before him for felonies (BW and AW).
I would imagine that doesn't sit well with him as they became killers. Only MOO

It's definitely not reassuring and the situation with this judge bears close watching.

Agree. RN's attorney is not court-appointed. He is being paid top dollar. He is a very expensive attorney in Portsmouth. JMO
So who do you think is paying for attorney?

IMO, "reasons" will just be more WHINING about having to take care of her mother and her farm and whatever else RN and her attorney have added to the list. Hogwash! She shouldn't break the law if she can't take the punishment. No sympathy from me. All JMO

She’s had more than enough time to decide who will take care of Mom or where Mom will go. Time is running out and I don’t look for her to be free anytime soon.

Can anyone decipher this scant probate record for fudicary Rita Newcomb's status in July 2019? Thanks. And notice, she's still using the p o box at oak hill in this case. 2 different addresses in two court cases in two counties.
JMO

Her ex husband, AW’s dad, died and RN is the executor of the estate. She has to make sure all bills are paid before the estate is settled. The house remained in RN & EC’s name because he never changed it. ODJFS has a lien on it due to estate recovery of medical expenses spent on him. It remains in her hands as it’s not settled yet, possibly because her lawyer withdrew after she was arrested.

    • Action: Estate - Full Administration (without will)
    • My opinion only
This is interesting as it is still an open case. Rita's ex-husband passed away without a Will and Angela is next of kin and is legally the executor /fudicary of her dad's estate. She gave up that right and appointed her mom as executor. Even though Angela was not in Alaska when this was filed July 10, 2018, the Kenai address is considered her last permanent address even though she had moved into her dad's house in South Webster Ohio.

Consent To Waive Bond/Angela Wagner
Motion To Waive Bond Receipt: 4390 Date: 07/17/2018

An estate bond is a safeguard to ensure that the executor faithfully legally complies with their duties as the administrator of the estate. The estate bond acts like an insurance policy. The executor purchases the bond from a company that will compensate the beneficiaries of the will for any negligent or intentional bad acts of the executor.

Angela trusted her mom and waived the estate bond.
The Medicaid Estate Recovery means that her dad likely owed some unpaid medical bills which is usually the case when there is an illness.

An appraiser was hired by the estate to appraise all the real property (land and permanent structures) and to appraise the property, it's called taking an inventory, which includes
all the items that belong with the property including any vehicles.

The attorney representing the estate didn't get paid and and had to file a claim for $1,436.88. He filed a Motion To Withdraw As Counsel and sent the estate a past due notice for his fees.

A Receipts and Disbursements document helps you notify parties of estate payments. Oftentimes, a court, or other interested party, will want a financial statement of the estate to to ensure it's being properly handled. A Receipts and Disbursements document helps you organize estate management information and relay it to others.

07/31/2019 Fiduciary's account
07/31/2019 Assets remaining in fiduciary's hands

Fiduciary Accounts
Estate accounts are fiduciary accounts (as are Trusts and Escrows) established to oversee the final distribution of estate assets. In this case, an executor oversees the financial activities and ensures that all final liabilities are cleared before distribution.

Assets:

This distribution, the assets, goes to the heirs --- which in this case is Angela Wagner --- who is the next of kin and thus the legal heir of her father's estate.

Rita can be paid for her work on the estate.

IMO there won’t be much, if any, left of his estate. The “taxable assessed value” is just barely more than the ODJFS lien. All land taxes also have to be paid before it can be given to beneficiaries. I can assure you there were no more than $1500 in bank accounts, if that, or EC would not have been eligible for ODJFS services. This is JMOO. Property Info

Trust me, they new where she lived as there were surveillance cameras pointed right at the house. I drove by many times and saw them. Moo
