GUILTY OH - Reagan Tokes, 21, OSU student, fatally shot, Columbus, 8 Feb 2017

  • #81
Pretty sure I found his fb. Nothing on it but a picture f himself he posted on Nov 20 with a comment along the lines of "guess who's back?!"
I wanted to reply with guess who is gone again but I didn't.
This is really disheartening. I'm sorry Reagan. Embracing your family with love and strength.

Maybe Ohio can push for some kind of improvement to the states law's, Reagan's Bill, or Reagan's Law, to increase sentencing terms or soooomething....

Looks like Golsby is headed back to jail - hopefully this time, permanently, without parole, if he did indeed shoot poor Reagan.

RIP Reagan

Tokes' car was found early Friday morning on the Near East Side. Several items were found inside the car and were tested for DNA.
Late Friday, the Bureau of Criminal Investigation told police they found a match to Goldsby, a registered sex offender. He had no known connection to Tokes.

A search warrant was executed for Golsby early Friday in the 1000 block of Forest Street, and he was arrested.

Authorities believe Tokes might have been shot at the park.

Brian Lee Golsby, 29, was arrested and charged with aggravated murder, aggravated kidnapping and aggravated robbery after 4 a.m. Saturday. Police said Golsby did not confess to Tokes' murder, but gave information only someone familiar with the case would know. They also said the strongest evidence they have is that Tokes' murder may have happened at Scioto Grove Metro Park. The Franklin County coroner told Grove City Police there didn't appear to be any other trauma to her body, but that a rape kit is performed in these cases.

Chris White, the Sergeant leading the GCPD detective bureau, said DNA taken from Tokes' car matched DNA on file with the Bureau of Criminal Investigation for Golsby, who is a registered Tier III sex offender. Early Saturday morning, the GCPD worked with Columbus SWAT and patrol officers and arrested Golsby at his home.

There is a law being pushed right now in Ohio. It's called "Sierah's Law" after Sierah Joughin,. It is looking to establish a violent felon registry, much like the sex offenders registry.

Personally, I think what needs to happen is sentencing laws/guidelines need to be changed. Kidnapping and raping someone should be a life sentence in my book.

This is OBSCENE that he kidnapped and raped a woman in front of her 2 year old and served only 5 years!!! Then 3 months after release, he MURDERS.

CHANGE SENTENCING GUIDELINES!!

Very well said..how disheartening it is when you think about what this monster did to an innocent woman in front of her child prior to this and 3 short months after being released takes an innocent woman's life..this should go in the dictionary as a perfect example of what is wrong with the system-this should have NEVER happened! Ugh so angry [emoji35]

For Reagan and her family I am soooo very sorry. No words...This guy should have already been behind bars!!

Throw away the keys to all these violent violenders. They do NOT belong in society!!!

(So freaking psd right now, I know you guys are too. Imagine how her family feels!!)
If a condition of parole was that the said offender should lived next door to a member of the parole board that releases him, I wonder how many of these roaches would ever walk the streets again?

I had a feeling from the very beginning that there would be sexual assault involved with this case. Even though those charges haven't been announced, it seems pretty clear they will be coming soon.

As far as his previous crime, there's just no excuse. He held a knife to a woman, held her hostage, and raped her in front of her child. The prosector seriously dropped the ball on this man. The charges and conviction for this previous crime should have been WAY more severe. People get stiffer sentences for selling drugs. I'll be shocked if the light sentence was the result of a plea bargain - which, as far as I'm concerned, shouldn't be allowed for certain violent crimes (and I understand that opens a whole can of worms - I worked for a law firm that defended accused murderers).

Thanks to that prosecutor a young lady has died as the result of a crime that never should have had the opportunity to be committed. We all know this suspect's previous slap on the wrist and the prosecutor responsible for it will be raked over the coals now.

Seems Mr. Golsby's MO didn't really change much outside of learning from his last crime not to leave a living victim :( I will not be surprised to learn SA was involved.

He is a predator, plain and simple. He sees a random likely female victim and the timing is "right" he abducts, robs, assaults.

:(

In its original statement, the Grove City Division of Police said Golsby had been convicted of kidnapping and rape. According to court records, Golsby was accused of kidnapping and attempted rape (though not rape), but the kidnapping charge was not pursued by prosecutors, and he pleaded guilty of robbery and attempted rape, according to court records.
Court records reviewed Saturday afternoon by The Lantern indicate that on May 26, 2011, Golsby, who was represented by public defender Mitch Williams, pleaded guilty to the second-degree felonies he was facing: attempted rape and robbery. The victim in both cases was listed as female.
Golsby also pleaded guilty on May 26, 2011, to attempted theft, a first-degree misdemeanor.

-snip

William Davies, the assistant prosecuting attorney, and Williams jointly recommended a six-year sentence for the robbery charge and a mandatory six-year sentence for the charge of attempted rape to run concurrently, meaning Golsby would serve them at the same time. However, Golsby had accrued 192 days of jail credit time, which refers to the days a defendant spends in jail prior to their conviction. Jail credit time is deducted from the defendant’s sentence.
In the case of Golsby, 192 days equates to just over six months. That helps explain why Golsby’s sentence expired on Nov. 13, 2016, instead of expiring in May 2017, which was six years from his sentencing.
In general, the sentences for rape are longer when the survivor is under the age of 13, according to a report from the Ohio Supreme Court. The age of the survivor in Golsby’s case is unclear.

I would like to know the ORC for the minimum and maximum sentences for the crimes he was convicted of and then I would like to know how "lenient" the judge was. Much falls upon the judge in my book. The buck stops with him/her and he also must agree to any deals the prosecutor makes. This rubber stamping of deals by judges has to stop, and people need to start paying attention to what judges are sentencing these violent offenders and if they are always leaning toward minimum sentences...VOTE THEM OUT.

Then, look at your parole boards. In Ohio, those are appointed which means there is a political favors/influence going on. THEY released him! .

And this "serve concurrently" is BULL****. You can keep them in longer when the judge has sentences running consecutively.

I agree about the rape charge since she was found nude.

I was thinking about you and sweet Sierah when I saw this outcome. I am SOOOOOO tired of seeing innocent victims die at the hands of violent criminals who have already PROVEN and shown themselves to be violent. The vast majority of cases on here that are not a boyfriend/ classmate/ aquaintance type situation are those who are REPEAT OFFENDERS!!! It is entirely inexcusable. To begin with, child molesters and rapists (especially rapists that attack an unknown victim) have an almost 100% recidivism rate. Meaning they ABSOLUTELY WILL reoffend. Under no circumstances EVER is 6 years for a violent rape of a woman an ok sentence. Not only is it degrading for the victim (sorry, sweetie- your experience is only worth as much time as it takes for a child to learn his ABCs), but it causes extreme guilt (not to mention fear) when the criminal gets out of jail just a couple of short years later. I know Sierah's case was the same. His first victim was terrified and just knew he would strike again, worse than he did the first time.

I say it all the time and I have no idea what needs to happen--- people often think the "police" don't do their jobs well. But, in my experience, they find the guys, get the evidence, get the case won and the COURT system lets them back out! To have a new victim who is always harmed more than the first and the police job starts all over again. The justice system is where we are failing. 100%. I am so clear about that and something needs to change.

AAAHHHH I'm so mad!!!!!! And it seems we all just have to sit here and be ok with these monsters brewing a new plan for a few years, waiting to prey on our loved ones or neighbors. Not ok.
