Local police knew Rebecca Cade, knew she had a penchant for the streets.

But that doesn’t mean that anyone saw the 31-year-old’s death coming.

As a human she didnt deserve to die but it is just sad when people lose their humanity to drugs

And then he said that what happened to Cade has no connection to a string of women — all who have ties to the local drug and sex trade — who have disappeared or been found dead in Ross County since May 2014.

“This is an isolated incident,” Washburn said. “But one tip solved this case. And as I’ve said before, one tip can solve the cases of these missing and deceased women. We need our residents to help us.”

They either have a serial killer on the loose, or they have a bunch of hot headed druggies that kill each other at the drop of a hat. The police chief seems to dismiss things pretty quickly....probably for good reason. The women that are missing....someone takes time to insure they aren't found, they aren't careless about it like this guy.

They need to bulldoze the whole town and relocate everybody to Columbus or Cincinnati .

Here's his picture. It's sort of weird how they are keeping the victims identity such a secret. Of course with 13 witnesses, how much of a secret could it really be ?

I think they are referring to 13 witnesses to the arraignment, not the actual crime. JMO

ugh I had a friend in highschool who was murdered in a very similar manner. He was trying to get away and 2 of his friends were able to make it over the fence, but he was too short and couldn't get away from his attacker. I'm so sad for her, it must have been so terrifying.

Rebecca Cade's body was found hanging by a sleeve from a fence by contractors who had first thought it was a spooky display for the upcoming holiday.

The woman’s cause of death was multiple blows to the head, cops said. She was 31.

A murdered woman was discovered this week hanging from a chain-link fence in Ohio, but passersby ignored the victim at first because they assumed it was a Halloween prank, cops confirm to PEOPLE.

Several people noticed the woman's body on the fence but didn't initially comprehend what they were seeing. "There were some neighbors taking their kids to school," Lytle says. "They thought it was a Halloween decoration."*

The dead body was only identified as such when a construction worker who also thought it was a decoration went to remove it, and realized it was a human body.

I hope her murderer Donnie Cochenour gets the DP, but his family is already playing the mental defense, funny thing is he's tried that defense before... no psychiatrist has found he has any mental disability. The only thing wrong with that 🤬🤬🤬 is he stutters, hardly a mental deficiency. He is pure MEAN!!!! This story tells you more about the life of Becca.

Schmidt said that Cochenour had been evaluated before when he’s faced charges — he has an extensive criminal record — and that he has some diagnosed learning disabilities and a speech impediment that can make communication difficult.

Odd that articles I read before with more info on his previous arrests seem to have poofed. Also everything on Rebecca and Cochenour on the Topix forum has been removed.

Shame, shame, SHAME on whatever news agency who was so disrespectful to this poor woman and her family/loved ones, that they used a friggin mugshot photo of her. Talk about disgraceful. Surely they could have obtained a more respectful photo. Unbelievable.

I looked up the crime statistics for Chillicothe, and yikes! What a dangerous place to live. It must be so hard to grow up and/or raise a family there and maintain hope for the future, with so much violence surrounding you. At least one criminal is off the streets, but that looks like just a drop in the bucket.

On Friday, a Ross County Grand Jury indicted a Chillicothe man in the murder of Rebecca Cade. Ross County Prosecutor Matt Schmidt says 27-year-old Donnie J. Cochenour, Jr., could be sentenced to 15 years to life if convicted in the October killing of 31-year-old Cade, who was found dangling from a fence on the east side of Chillicothe.



"It's based on statements that he made admitting to being in contact with Rebecca Cade that night, clothing in blood-spatter evidence that was recovered, and also statements he had made to other witnesses," said Schmidt.



Schmidt said the prosecution does not yet know of a possible motive.



The initial autopsy found Cade died from blunt force trauma to the head and neck. Police had indicted a large rock, possible the murder weapon, was found near the crime scene and that it appeared Cade had been trying to escape her attacker.

On October 13, Rebecca Cade’s body was found dangling from a fence on the east side of Chillicothe.

Investigators said Cade was killed by blows to the head and neck.

Donnie Cochenour was charged with one count of murder, and pleaded not guilty. Investigators said after his arrest he admitted to having an altercation with her.

Murder defendant's sister indicted in cover up

Lisa M. Frost, 30, of 365 E. Main St., faces two counts of tampering with evidence, both third-degree felonies. She is accused of cleaning up blood from her bathroom and throwing away bloody clothing.

[Ross County Prosecutor's Office investigator Rick] Hannan said Frost bagged up Cochenour's "muddy, bloody clothes," dumped them in the neighbor's trash, and cleaned up blood from her bathroom. After her brother had cleaned up, she took him to a friend's house.

Cochenour to be evaluated further following treatment

The third evaluation of Donnie Cochenour Jr., charged with the October 2015 murder of Rebecca Cade, determined that he is currently not competent to stand trial. However, the most recent evaluation found he may be restorable, said Ross County Prosecutor Matt Schmidt.

Cochenour will be taken to an inpatient mental health facility for up to four months to determine the probability of restoring him to a level of competency to stand trial. After the treatment, Cochenour will be evaluated a fourth time, Schmidt said.

If the court's final decision is that he is not competent, he can not be tried criminally, but the court or prosecutor could move to commit him to an institution for continued treatment.

Cochenour ruled fit to stand trial for murder next month

Trial set for September 13th.

Three prior evaluations found Cochenour not competent to stand trial, but one - the third in the series of evaluations - determined he was possibly restorable. Wednesday's hearing focused on an evaluation performed by Dr. David Soehner, a forensic psychiatrist at the State of Ohio Timothy B. Mortiz Forensic Unit.

Under questioning from County Prosecutor Matthew Schmidt, Soehner said he examined Cochenour twice, once on July 8 for an hour and a half and a second time for 30 minutes on July 12. From those meetings, he found that Cochenour understands the nature of the charge brought against him and "absolutely" understands the seriousness of the crime he has been accused of committing.

Soehner said in the course of the evaluation, he did diagnose Cochenour with a speech and sound disorder, anti-social personality disorder, and substance abuse disorder. However, Soehner said he believes that Cochenour's time away from drugs has improved his ability to function, and he recommended to the court that Cochenour stay at the forensic unit to make sure he continues to take medication and stays away from drugs.
