Police found trash piled sky high next to the refrigerator and inside of the refrigerator was nothing but a sticky mess.
Officials said both children were asking for food, but the pantry was empty.
Police said when they asked the parents to put clean clothes on the baby, there were none.
They also found no known water or gas service in the house.
