Authorities seek help in finding missing man
9 Aug 2016

Russell was reportedly accompanied at the casino by his girlfriend and a male friend. "After interviewing these individuals, we were told that after a disagreement, Kasey left the Seminole Nation Casino in Seminole, Okla., on foot, allegedly walking back to Tahlequah possibly the evening of July 3," Boals said. "Kasey's mother was notified that he was on his way back to Tahlequah on foot a week later." Russell's last contact with his family was on June 27; his phone was recently used in McAlester.

‘Aubrey’ bill, renamed ‘Kasey,’ awaits House vote
Mar 12, 2021

House Bill 1790 is now the “Kasey Alert” measure, named for Cherokee Nation citizen Kasey Russell, a former Tahlequah resident who went missing in July 2016. He was last seen in McAlester.

Snip

The “Kasey Alert Act” would create and implement a statewide system to notify the public of a “critically missing adult.” It would consult with tribal governments along with state public safety agencies in developing the system.

The last confirmed sighting of Kasey was June 27, 2016, at the Choctaw Casino in McAlester. Though after a reported disagreement with his girlfriend and another man, authorities were told Kasey left the Seminole Nation Casino in Seminole around the evening of July 3. Kasey allegedly planned to walk back to Tahlequah. He is 5-foot-10 and 165 pounds.

Hmmm...

What's happening with Kasey's case? I can't find any updates, official or otherwise. Why has his NamUs profile been removed? And what ever happened to HB 1790, the Kasey Alert Act bill that got stalled in the Oklahoma House?

This article is from April, but I wanted to share the update on the "Kasey Alert" bill. The bill didn't pass, but may come up again next year.
Kasey Alert measure stalls in Oklahoma House

My thoughts and prayers go out to Kasey and his loved ones. Hopefully they have or will receive answers soon.

A Tahlequah woman is finally able to lay her son to rest six years after he went missing.

She said it was never the outcome they wanted, but at least now they finally have some peace.

[…]

She never knew what happened to him until she got a call in May that his remains were found not far from the casino.

[…]

She said now that the family finally has some peace, she can focus on getting answers.

"Our family is just crushed, we need these answers, and I want to know why, why they did it," she said.

A bill that establishes a notification system for missing persons that aren't covered by Amber or Silver Alerts passed the Senate on Monday.

House Bill 1077 creates the Kasey Alert system. It's named for Kasey Russell, a 29-year-old Cherokee Nation Citizen who went missing in 2016.

“This bill is named for a young man who disappeared while walking home from a casino, and he sadly never made it home,” said Sen. Cody Rogers. “There was no investigation into his disappearance, until his body was found. I appreciate my colleagues for supporting this measure as it will increase cooperation between agencies and speed up investigations for missing persons between the ages of 18 and 59. If this legislation is signed into law, Kasey Alerts could begin going out in November.”

The bill now heads to the governor's desk.

Named for Kasey Russell who was a 29-year-old Cherokee Nation citizen who went missing in 2016. The Kasey Alert is a system for adults who are critically missing.

"Which means they were abducted or taken against their will," said Stewart.

In the case of Kasey Russell, His mother reportedly struggled to find police who would help her search for him.

His remains were found last year in Seminole, near where he was last seen.

"I think that this alert was, I think, six years ago, I think it would possibly have saved my brother's life," said Taylor Russell, Kasey Russell's sister.
