Very interesting. So this begs the question why did the second party report him but not identify him? Maybe they had their suspicions and just didn't say the name so as not to be hasty, but if they didn't happen to know TD's description (or even hadn't heard of the crime, if such people exist), why did they report? What was unusual or irregular or concerning about the person?
The tattoos not being mentioned when the description included tee shirt is a very noteworthy. I wonder if a long-sleeved shirt made of tee shirt fabric would ever be described as just a tee shirt. I wouldn't say it that way myself, but somebody might, maybe......
I wonder if he simply looks very different with a lot of hair/beard on the face.
I have recently seen a known figure being interviewed and got surprised how a small beard might change the face and the general impression of the person.
Now, Travis did look different on the photos. The only thing he cannot change about the face is not something that everyone would notice. But a longer beard/more facial hair might give him a very different look.
I hope that the police was asked witnesses to make the sketch of his face with all the facial hair.
ETA. (In my youth, i have seen many Eurasian descendents living behind the Ural Ridge). I have noticed that Travis looks very different on different photos, in part, because he easily tans. So having spent many days under the sun, he should now be very tanned and look different from his "photo progression". (What they offered probably applies to winter time). He is medium tall, wiry, suntanned, with a lot of dark hair on the face, a ponytail and likely wears sunglasses. An interesting situation where facial recognition may not do much. It is not difficult to make appropriately edited photos, there are groups on FB that do it for free, even. If I saw such a man in an airport, I would not pay any attention to him except for the fact that I do notice long hair. But a ponytail can be hidden under a cap. So, they really have to provide better description and audio of his voice, too. For objective reasons, it would be easy for him to avoid detection even in populated areas.
