When two women got off a bus 19 years ago, it was dark. They would take only a few steps and then they would trip over the body of a 38-year-old man (Jesse Tacker) who lay dead in Northeast Portland...

Tacker, police said, was not known to be a violent person. He was living in a nearby halfway house. He was on the road to recovery, police said. But his past with drugs continues to remain a potential motive. “It was reported that Mr. Tacker was a known crack cocaine user who stole items to sell in order to further his drug habit,” the bureau said in a prepared statement.
