Tacker, police said, was not known to be a violent person. He was living in a nearby halfway house. He was on the road to recovery, police said. But his past with drugs continues to remain a potential motive. It was reported that Mr. Tacker was a known crack cocaine user who stole items to sell in order to further his drug habit, the bureau said in a prepared statement.
