Found Deceased OR - Joshua McCoy, 5, Autism, goes by "Josh" or "Joshie", may not respond, missing when mom woke up frm nap at 5:30pm, Stage Rd, Hauser, 10 Nov 2024

I do not mean this in a victim-unfriendly way, but this rubs me the wrong way. “Take the fall”? For his child’s death? Again, we do not know why specifically he was not in Joshie’s life, but he wasn’t. Traditionally, the father is one of the people who is supposed to keep the child safe, and if they are not, then it falls to the state (Ie. CPS). As the father, he had more rights than the state to intercede if he thought something was wrong.

If Joshie’s mother is criminally responsible then I hope they charge her. But I don’t think anyone needs to “take the blame” necessarily. No one has ever found a perfect system when it comes to family services.
I hear what you are saying. But I am giving him some grace as he didn't have physical custody of his son, was in another state and is grieving.

What I'm finding surprising about this case is the fact that there's been no movement toward an arrest, which IMO should happen. My opinion is based on the fact that Joshie did not float to his final resting place (no dirt on his feet and it was muddy out). That tells me that he was carried there.

So why no arrest? Is there not enough evidence? Do they not know where AG is? I'm thinking they have to know where she is. I can't imagine she could hide that well. Although... Dejaune Anderson (Cairo Jordan's mother) did an excellent job of going underground for ~2 years. But, we knew she was on the lam and that they were looking for her. We have not heard the same about AG.

I found this very curious about the father and uncle's G.F.M. page. We aren't allowed to link those pages here, but I like to periodically check to see if the uncle has made any updates. Instead, I found a curious message from the G.F.M. team. I wonder what the "issue" is that needs to be resolved? Most importantly, I wonder if it has anything to do with Joshie's case?

Right at the moment, I am not considering any criminal charges," said Coos County District Attorney Paul Frasier. "The only way I would change my mind on this is if the toxicologic reports come back and tell us something different. The information that we've gathered since that affidavit clearly shows that this child was not a homicide victim."

"At this point everything points to this being, unfortunately, a horrible, tragic accident," Frasier continued. "The autopsy found different evidence to suggest that in fact the child had been walking in the woods. The evidence at this point is clear, to my satisfaction, that the child, how he got there, was that he got out of his house, and he wondered into the woods until the place that we found him."
Sheriff: Autopsy shows 5-year-old Joshua McCoy died of hypothermia

I want to know what evidence was located on autopsy indicating he had walked all that way to his eventual death. But I highly doubt we will ever hear about it because the sheriff has decided there is nothing at all to see here. Tragic accident my butt. pfft

I am local to this, and LE does not discuss it. The entire town believes that the mother should, at minimum, be charged with neglect.

So... at first his feet were clean, and now the autopsy gives evidence of walking to where he was found? Are they saying whoever claimed his feet were clean didn't notice that there was indeed mud on them?!??!? I join you in a pfft.

Also, how long does an toxicology report take?!? It's been almost 3 months!

And... this is saying the opposite of what your MSM says on the topic. So which is it? What the DA says or court documents? I find those conflicting statements very interesting. I hope we get more info soon.

Court documents say the boy was naked and appeared to have been dropped off in the woods near German’s home.

Maybe he undressed... hypothermia... removed socks/shoes... would explain clean feet. Maybe?

That is sort of my thinking. Even if he let himself out and wandered all that way, it happened on her drugged up nodding off watch MOO. That coupled with the fact Joshie was the subject of a child welfare investigation and had recently issued a 'pick up order' for Joshie tells me it was only a matter of time before something bad happened to him.

Maybe he undressed... hypothermia... removed socks/shoes... would explain clean feet. Maybe?
You know, I wondered about that. Thinking maybe he took his shoes and socks off and threw them (since they weren't mentioned being found, only his phone).

I wish they'd give us more info!

but then why no scrapes from wandering through brush. He was found naked, so if he took his clothing off along the way, you would expect bramble and branches to have scraped him up. but MSM said he had no evidence of any of that.

Yep. That is why these conflicting reports are confusing the matter. One hand says 'this', the other says 'that'.

Ho boy. There's a lot that hit today. This is behind a paywall so I'll summarize:
  • Child welfare authorities had extensive contact with AG, and her family and friends in the months before Joshie's disappearance
  • They didn’t intervene because the mother left the the state twice, planning to get help caring for the Joshie (Per a state review)
  • Both of those trips were brief and ended with AG returning back to Oregon.
  • The DA reviewed the investigation and declined to file charges against AG.
  • ODHS ( Oregon Department of Human Services) reviews the death of a child in cases where abuse may be a factor and where child welfare authorities have been involved with the family.
  • Apparently that was an 18 page report and it was concluded that the caseworker and supervisor were not negligent in their handling of the complaints against AG.
    • Gemmie here - Also called CYA
  • AG did not respond to a voicemail on Tuesday
    • Gemmie here - so sounds like someone knows how to reach her? Is she still at her home where Joshie went missing, or somewhere else?
  • The report noted that the Department of Human Services previously determined that an allegation in May that German neglected her son was unfounded; it drew the same conclusion after receiving a “threat of harm” allegation in July.
  • Apparently the report has "bleak new details" about Joshie's homelife.
    • A report from last May described squalid conditions in the house and concerns about Joshie's gaunt and “unkempt” appearance. :(
  • Per the review - An unidentified caller called the state and said Joshie was autistic and non-verbal and that his mother was failing to meet his needs. This person also said she left him unsupervised and that she drank heavily.
    • That... might be why she supposedly took a 4 hr (or however long it was) nap.
  • The above caller also said Joshie threw food around the house and that AG didn't clean.
  • “It was reported the child had once spilled a potty chair on the floor and the mother just threw a paper towel over the feces and urine and did not clean it up for days”
  • They also said Joshie was a picky eater and that AG "would typically feed them pizza, chicken nuggets, cookies, candy, marshmallows, dry cereal, and chocolate milk."
  • The report goes on to say that there was approximately 20 instances between May and July where child welfare authorities either "spoke with AG, tried to reach her or spoke with — or tried to reach — friends, a babysitter, a pediatrician, a co-worker and relative".
  • A caseworker saw the state that the house was in and came to the conclusion that "although it was “messy,” the conditions “were not a safety threat to the child.”.
  • AG told her caseworker she was going to leave Oregon, which she did as we know.
  • During the summer a child welfare worker talked to a relative of theirs who said they were staying with them. That person went on to say that Joshie had “been isolated” and “had special needs that required extra attention.”
  • This person also said Joshie was very smart and could spell several words on his own and that he would often talk to himself.
  • Shortly after they returned to Oregon but concerns about her parenting still persisted per the 18 page report that I'd love to get my hands on.
  • In July the report said that the house was “unsafe and unsanitary,” with food and furniture strewn across the floor.
  • It also states that AG suffered from depression and anxiety and "was abusing alcohol".
  • That same month a caseworker met with them and noted that Joshie seemed happy.
  • After that AG left Oregon again, telling her friend that she was leaving Oregon over child welfare authorities’ interference. If I'm understanding the reporting, that's when she left for Utah.
  • Court records said child welfare authorities also opened an investigation of AG. (She can run but she can't hide)
  • The person she was staying with in Utah said AG was "inattentive to Joshua and failed to enroll him in school or obtain medical care."
  • AG then returned back to Oregon in October.
  • When police did their investigation they noted that "the home was filthy, with garbage, moldy food and duck feces throughout."
  • I don't recall if we knew that AG searched for Joshie (which she did per the article)
  • The agency ordered a systematic review of its inquiries in those cases due to a high number of deaths involving children with intellectual and developmental needs. 6 of the 20 child death cases reviewed in 2024 involved children with special needs.
  • Lastly:
The state’s review also suggested that potential biases may have factored into the state’s response to complaints about AG.

The parent’s socio-economic and professional status may have influenced the (Oregon Department of Human Services) staff’s assessment of the parent’s ability to meet their child’s needs without ODHS support,” the report said
.

As we are aware, AG is a registered nurse.

Thank you for summarizing and posting. First, I'm impressed the report was published. In my state DHHR doesn't seem to have any responsibility to share with the public, nor have local media gone that far in reporting.

In my own experience working with families, this seems sadly plausible as far as the family being just on the border of being able to find and afford any resources on their own and trying to continue to justify an open case when there are crisis cases everywhere.

I don't know what services would have been referred after and the mother leaving twice would have made referral linkage difficult.
Edit to add: Clearly he was living in deplorable and abusive conditions.

How does the report address Vang?

I think you're thinking of the Elijah Vue case in Wisconsin. This is Joshua McCoy in Oregon so it's only addressing his mother who he was in the care of. :)

Goodness, that is a LOT to process.
Poor boy, I wish we had definitive answers on how he ended up where and how he did. And I wish we knew where his mother was now. None of this has sat right with me.
You haven't been forgotten, Joshie <3
IMO.

Clearing something up about this bullet from my long post above.

These child welfare authorities were in addition to the ones in Oregon that had been investigating AG. The bulleted one in my Quote is from Utah after she moved there for a while.
