Mom, sibling accused of murdering family member in Scappoose denied bail

A mother and her adult child were denied bail on Thursday when they appeared in court for charges related to a murder investigation that began in early March.

According to court documents, Benjamin Murphy’s cause of death was “in the course of or as a result of intentional torture” and “by neglect and maltreatment consisting of neglect of medically necessary services.” Court docs say Katherine Raina and Hillary Murphy “unlawfully and intentionally withhold necessary and adequate medical attention.”

Two Scappoose residents arrested for murder of disabled family member

After a monthlong investigation into the death of a disabled adult living in Scappoose, his caretakers have been charged with murder.

Murphy was under the guardianship of his mother, Katherine Ann Raina, 63, due to multiple medical conditions, including autism and cerebral palsy, court documents state. His sister, 31-year-old Hillary Clare Murphy, was also involved in his care, according to a press release from the police department.
