The first two words under the buddha look like they said "never forgotten" not sure about the two other words, maybe a name?

Lack of trust in LE maybe. They may have also scattered once LE showed up if they themselves were drug users. I doubt where the encampment was, that it would be legal to be there. So they may have just taken their things and left.
