The midwife or doctor that delivered the first kid of the daughter should be locked up as well. Jmo.
Any info on the type of business Kaplan was in? Saving another family from financial ruin doesn't come cheap. Neither does feeding all those girls.

i'm thinking the officer may be overestimating the value of this train thing? but maybe not.
I don't think it's an overestimation. A friend of mine is into model trains, and it is one expensive hobby.
