If the pattern holds, it's tied to a welfare payment, and they don't get the guy, January 7-11 should be the next attack.

I don't believe Dahmer or the Snipers can be compared to this particular guy. This guy enjoys the intimacy of the murder, enjoys watching their fear and suffering. It's up close and personal unlike the DC Snipers. Dahmer, well he was really far out there. He wanted to keep his victims with him always, so he began eating parts of them. In a sick twisted way, he believed he loved them.

I'm a bit late as snow did in my internet connection but has the issue of 3's been brought up? There are deaths reported on Nov. 3rd, Nov. 13, Dec. 3rd, and Dec. 15th. Are there more details about Casey's death?. She was found on the 15th but is it possible that she'd been dead for two days? I'm really sorry if this has been gone over but I didn't see it. Then there's the issue of the woman who was assaulted on Oct. 31st. That's Halloween. Another 3. Also, a day when strange deaths occur. And nothing that seems related, prior to Halloween??

Casey's body was found on Wednesday, Dec. 15th at around 5 pm. I can't find anything about how long the coroner estimated she'd been dead.

Here's what confuses me. The article above says that she was discovered dead and posed on Wed. afternoon around 5 pm. Here's another article which states that she was killed on Wed. afternoon and that autopsy reports were already in by a Thurs. presser. That's really quick, isn't it? Also I see no mention that the coroner set her estimated time or date of death:

I have not worked there for nearly 13 years, but I think it's like an ATM card now, only rarely a check (if at all). They still have to go someplace to get the actual cash, but not the office.

I found two check cashing places in the area. One is, I think, is just north of where the four attacks occurred (2700 block?) and one is basically where Front intersects with Kensington Avenue. I'm wondering if they do Welfare Department EFT's?

The thing is, the payments, when the money is credited electronically, is bimonthly. I'm looking at the pattern and the attacks look bimonthly. They determine payment day by the last digit of the record number. Maybe by someone whose record number ends with 3-5?

He could be using cash to bait the prostitutes.



It's basically the style (and yes, I dress that way), at least in winter. I don't see too many Keffiyehs in summer, however.

That was definitely a hoodie, but they are so common, I'm wearing one now.



I didn't hear it from the media; I heard it on the street. I live within walking distance of that office, but I'm male and older. Most of the people I know in the area don't fit the victims profile, so far.

Ironically, even in 90's, I've never seen a prostitute at that corner. You do see Caucasians there, in that age/sex range, because it's people from Temple Hospital using the subway.

Yeah with hoodies I posted a ways back I do it too and I am a chick. I'll wear a PENN sweatshirt underneath a non descript jacket and put the hood up. Of course I didn't go to PENN. LOL

Oh those kids back in the summer and that was many a summer agoe they definately were lookouts the ones in the Middle Eastern scarf gear. That's a fact. Considering they were yelling 5-OH anytime a police car was approaching.

As far as seeing prostitutes on the corner just from my own observation I've seen way more in Frankford. Not on a corner but strolling. I guess between K&A up to Somerset they are there but on foot. Poor girls out in the freezing cold in those little jackets.

My dad worked out of East Detectives and he'd once in awhile say "Those ladies were all congregated on Visitation steps and it's freezing out".

Not to mention those scenesters, and hipsters and their gentrifiying got me all confused. Lil secret is I went to Shepard school as a kid. Just kindergarten and that was eons ago. Linda, Gary Heidnik murdered women outside his race as well. Keeping with the Philadelphia theme I'll add Harrison Marty Graham. He only murdered African American women.

Gary was a complete lunatic. A supposed racist yet he wanted to start huge families with the women he murdered. Master plan and all ya know? Not to forget his wife was from the Philappines and he didn't murder her. Just subjected her to torture and degradation.

Good thinking though. If it's just prostitutes he's after he could go to South Philly. I hear ya. The last time I had to go down by 16th and McKean for something I was shocked. Melrose area ya know? I hadn't been down there in so long and it just shocked me. I always steered clear of Washington. It's good to know they are making changes. Pas-Yunk was a nice place to shop.

Also he would have went to West, right? Five and Deuce. Baltimore Avenue in parts is just crazy. So I think he has a comfort zone in Kensington. I think he's lived there. Even your random heroin addict who is new to copping down there wouldn't know what house is alright to inhabit. Or what alley is O.K. to have privacy. Those poor residents. Held hostage.

I think maybe you can even put one of the green and yellow cards into an ATM as you said electronically. Like even in a Wawa.

It's eerie though these dates. Not the date dates, but the calendar dates.

Personally I saw prostitutes looking for dates at Somerset, but that was ummmmmmmm 'bout seven years ago so I have no idea. I know Harrowgate is a hot spot. Right on Kensington in front of the park. Sadly I had a friend who worked right off there.

Could he have been a dealer? I just don't think so. I'm surprised the dealers haven't hunted him down. All those arrests being made. All that police prescence can't be good for business.

The weekend dates for sure seem to have something to do with it.

With my own eyes I have seen piegons with their heads chopped off around there. Then again I saw a dead dog just left in the street. Finally maybe a few days later someone decided to put a door on top of it. I saw kids pour lighter fluid on pigeons too. None of that is Santeria so who knows?

The three's though and Anthony. Hmmmmmmm ya never know.

T, Honestly I don't think they get checks anymore. I think it goes right on to their card. The one my mom keeps screaming she wants when she's just about eating and sees a person with a welfare card in front of her ordering all kinds of goodies. That would be food stamps, but they ask them "Stamps or cash"?

If it's 3's well we have three days to figure that out.

JJ knows more about the system though. My friends DD gets welfare. I'll ask her. Plus he's attacked the one woman at night. I doubt anything down there isopen at 2:00AM where he could get his welfare loot. Ya never know though.

Plus what happens on these days at the Inn or the days prior?

No Sunday checks or EFT's when I was there.

They would not all come out at the same time; they are based the recipient's record number, a seven digit number with a 2 digit county code in front.

If the record number ends in 1, benefit's would be received on 12/1 (Wed.) A 2, on 12/2. A 3, on 12/3 (Fri.). A 4, not until Monday, 12/6. They are bimonthly, so I'm not sure when the cycle restarts, but I'd guess early, because of the holidays.

The three dead woman fit the cycle; they were confirmed to be her. What was the date of the attack on the survivor?

Broad and Poplar has been notorious since the 1970's, but less open now. Woodland in SW is a haven. Downtown, of course, but they are generally indoors. (Funny how I know that.)

It really depends if the strangler is going after prostitutes in general or just those in that area.

If you friend has a payment day card for Philadelphia, you might want to check it.

If a cell phone pings as long as it is turned on, why not use cell phone pings to track phones that were within range of the areas closest to the dump sites. We probably have at least 5-6 points of reference to use. Run down the owner of any phone that registered multiple times in those areas.
