The Philadelphia Police Department is requesting the public’s assistance in locating 37-year-old Fatima Carter, who was reported missing by her mother. Fatima was last seen on April 26, 2025, at approximately 11:00 p.m. at her residence on the 60xx block of Kingsessing Avenue.

She is described as being 5’6” tall, weighing 150 pounds, with brown eyes and black hair. Fatima has a tattoo on her right foot, a large tattoo on her back, and a rosemary tattoo on the back of her neck. She was last seen wearing a blue and white jogging set.

Anyone with information on Fatima Carter’s whereabouts is urged to contact the Southwest Detective Division at 215-686-3183.

Looked up her court records to see if there was anything of note. At first, this "retail theft" charge in 2015, looked like simple shoplifting, until I looked at the code. It was criminal conspiracy and her bond (10 years ago) was $50,000.

Pennsylvania Statutes Title 18 Pa.C.S.A. Crimes and Offenses § 903. Criminal conspiracy

(a) Definition of conspiracy.--A person is guilty of conspiracy with another person or persons to commit a crime if with the intent of promoting or facilitating its commission he:
(1) agrees with such other person or persons that they or one or more of them will engage in conduct which constitutes such crime or an attempt or solicitation to commit such crime; or
(2) agrees to aid such other person or persons in the planning or commission of such crime or of an attempt or solicitation to commit such crime

The original docket was opened, then the case was completed through another docket (the cross reference of the case is noted in the records).

She received probation in 2015, but the case was reopened, and she was sentenced to jail time
(failed to meet the terms of her probabion perhaps?) in 2022. There was language about her being placed in Intensive Inpatient Treatment Facility for "co-occurring disorders" post parole.

In 2024 the case was reopened again. She was given a maximum of 490 days to be served in July of 2024. Case is closed except for about $2400 she may still owe the court.

My thoughts are her Mom has valid reason for her deep concern. Fatima has a history of perhaps serious mental health issues, and possibly drug and/or alcohol additions, based on court language in the terms of her confinement and release. This would put her at risk. I hope she is found soon and gets whatever help she needs.
