An Annville Township couple is accused of beating their young son, denying him water for periods of time and forcing him to sleep in only a diaper on a cold basement floor until he was taken to the hospital with hypothermia, prosecutors said.

Robert and Stephanie A. Duncan have five adopted children, all of whom faced “graphic punishments, restrictions, and the denial of basic, necessary sustenance” at the hands of the couple, according to Lebanon County Prosecutor Pier Hess Graf. The children range from 6 to 15 years old.

The Duncans’ 11-year-old son — identified by prosecutors as “L.D.” — was taken Jan. 13 to the Milton S. Hershey Medical Center after he was found unresponsive and hypothermic in the family’s basement, in which he lived full-time with two other siblings, according to Graf.

Prosecutors said L.D. had unusually low blood pressure and bruises on his neck, shoulders, back, abdomen, hip and genitals. Investigators said doctors told them L.D. did not have a pre-existing condition and the injuries didn’t appear to be accidental.

L.D. showed signs of “serious bodily injury” resulting from exposure to cold, significant fluid restriction, possible ingestion of a sodium-containing liquid such as diluted bleach, and physical abuse, according to prosecutors.

L.D. would have died if he had not received emergency medical care, doctors reportedly told investigators.

“The child’s significant hypothermia could only be caused by prolonged exposure to extreme cold,” Graf said.

Stephanie Duncan told authorities L.D. went to bed the night before with only a headache. Investigators said she could not explain his weakened state or low blood pressure.

Further investigation found the Duncans had a “caste system” for doling out abuse among the children, Graf said. The three oldest children were abused the most and lived in concrete rooms in the basement with few personal belongings, according to Graf.

L.D. suffered “near daily torment,” but all four sons were beaten and strangled, Graf said. The children told investigators the Duncans also slapped their 6-year-old daughter in the mouth.

When the investigation began, the Duncans put a space heater and a mattress with bedding in L.D.’s otherwise bare room, according to Graf. In reality, she said, a livestream video camera in L.D.’s room showed him lying facedown on the bare floor wearing only a diaper a week before he was hospitalized.

“Both defendants actively mislead medical professionals and investigators about L.D.’s home life and reasons for his hospitalization,” Graf said.

The day L.D. was taken to the hospital, Stephanie Duncan found him unresponsive in his room — unable to speak, walk or stand, according to Graf. Prosecutors said she grabbed L.D. by the neck and dragged him upstairs. L.D. threw up anything he ate, and a thermometer reading showed his temperature was low, Graf said.

This child survived on peanut butter, carrots and oatmeal. Past Thanksgiving there was a.traditional meal. He got peanut butter. Oh and a note from Santa that he was naughty for pooping and peeing. WT*? He couldn't get out of his prison to use a bathroom.

Is it me? Don't they do home.studies and extreme vetting when you adopt?

Not a peaceful thought, but I hope they both lay on cold cell floors, intermittently get strangled, wear.diapers and have to run in place for hours because they're not in the correct sleeping position.

According to the criminal complaint, the couple's adopted 11-year-old son was rushed to Hershey Medical Care on Jan. 13, requiring immediate medical care after being unresponsive and hypothermic.

An examination of the victim's body revealed bruises on his neck, shoulders, back, abdomen, hip, and genitals.

Through the course of his care, medical staff determined that the victim's injuries were not accidental and only to prolonged exposure to the extreme cold could cause the significant hypothermia he suffered from.

According to the criminal complaint, the three oldest children had separate bedrooms in the family's basement, including the victim in the hospital.

The 11-year-old child's room contained a bare, concrete floor and a mattress with bedding. Detectives say that a space heater ran in the middle of the room and directly faced the mattress. They also noted the room had a strong odor of bleach.

A video camera was seen in the middle of the victim's room, and Stephanie Duncan told law enforcement that the cameras were used to livestream the child in the daytime hours. Further investigation found that the couple had video cameras installed in all of their children's bedrooms to monitor their behaviors.

The victim was unable to walk or speak, and Stephanie Duncan allegedly smacked him, grabbed him by the neck, and drug him upstairs to the bathroom.

The victim was forced into the shower where he was unable to stand.

Investigators say that the victims described a caste system within the family, with the Duncan's inflicted the most abuse upon the hospitalized victim. After that, the next targets were typically the two other oldest victims, who are among the only three victims that were forced to sleep in the basement.

According to the criminal complaint, each child provided statements during their interviews that depicted graphic punishments, including watching the Duncan's physically attack one of the siblings in front of another.

The affidavit states that the victim was caught "stealing" water from the sink, and Robert Duncan choked the victim to the point where he fell over and gasped for airs multiple times.

After further investigation, detectives said that the bedroom they had found for the victim with the bedding and space heater had been staged by the Duncan's, and he slept nighty on a concrete floor in a diaper after he was denied clothes.

According to the criminal complaint, the victim was rarely allowed to exit his room to use the bathroom, so he was forced to use to relieve himself in the bedroom, and Stephanie Duncan allegedly made the victim use bleach to clean it.

As the floor drive, the victim was allegedly forced to run in place and if he complained about the bleach, it was dumped on his head.

The children told investigators that the room was kept locked with a hook and eye lock to prevent anyone from freeing the victim. That, too, was removed before investigators arrived.

The criminal complaint states that every evening, the Duncan's forced children to remove all the light bulbs from the oldest three victims' bedrooms, leaving them in complete darkness.

A forensic review of Stephanie Duncan's cell phone showed pictures of the hospitalized victim at nighttime, depicting the victim laying facedown on the concrete floor in only a diaper. That photo was dated only a week before his hospitalization.

According to Dr. Kathryn Crowell of the HMC Child Protection Team, the victim's physical condition constituted serious bodily injury as defined by law.

Lebanon County District Attorney Pier Hess Graf released a statement via a press release:

"As parents, the defendants (the Duncan's) had the duty to protect, care for, and unconditionally love their children. They violated every aspect of their duties and instead created a household of unspeakable fear, violence, torment, and abuse... All of our victims suffered at their hands for years with no hope or end in sight. Unable to escape or rescue one another, they each at young ages resigned themselves to merely survive."

Graf added, "I want to commend the excellent efforts of the Hershey Medical Center, without them, this little boy would not be alive."

Another friend ❤️ I’m not sure if it’s just me or I’m just noticing it more because of the missing California City West boys - every single day now, I’m reading horror stories about foster and adopted children being killed or worse. I mean seriously, this is messed up. The whole adoption and foster policies and procedures need to be thoroughly audited and corrective measures in place. I’m a bit cynical right now. Kids are being bought as greedy investments for objects of personal perversion in this country. There aren’t nearly enough qualified people to fill the foster system’s accepted families. So the kids go to whoever can make their paperwork meet the criteria. jmo
 
When I think about what the "parents" did to these children, I realized that the abuse likely took more time and energy for the "parents" to inflict than if they had just raised them as in a loving (or at least not punishing) family.
To check on them, to hurt and abuse them, to hide them, etc., etc., -- that would take a lot of time and energy. The older children could have helped take care of the younger, make pb&j sandwiches, serve cereal, apples, etc., and all would be okay. And the parents wouldn't be facing charges and prison time.
Think about it...
They did it because they could.

The last time his brothers and sister saw him outside of his locked room in a cold basement was Christmas Day, 2019, according to court documents.

He got no presents. Instead, the 11-year-old boy got a letter from Santa saying he was “on the naughty list for peeing and pooping,” and maybe, if he behaved, he’d get some presents next year, authorities say.

It was all part of years of abuse – abuse that included being locked in a room, sleeping on a cold basement floor and wearing only a diaper – that authorities say were inflicted upon the boy and the four other adopted children of Robert and Stephanie Duncan.

Charging documents filed by Detective Sgt. Michael Dipalo and Detective Stephen Liefer of the Lebanon County Detective’s Bureau outline a strict set of rules authorities say the Duncans had for their five children, and the often-violent consequences of breaking those rules, at their small home on the windy, rural roads of North Annville Township.

It’s abuse that does not at all surprise neighbor Jerry Getz.

“They’d leave him out in the hot sun, crying for a long time,” Getz recalled. “In the wintertime, when it was cold like this, they’d sit outside, crying. She’d punish them by putting them out in the cold.”

Getz said Wednesday morning that he has seen Stephanie Duncan force one of the kids to run outside, shouting “exercise is good for you.”

And he’s heard the Duncans yelling at the children from inside the house, as well.

Getz said he and other neighbors have called child protective services numerous times over the years to report the suspected abuse in the small home on the 2700 block of Cedar Run Road, consisting of one story and a basement.

And the basement is where some of the children – ranging in age from 6 to 15 -- spent much of their time, authorities say.

On Tuesday, DA Pier Hess Graf filed the charges against Stephanie Angelette Duncan, 42, and husband Robert John Duncan, 44, of the 2700 block of Cedar Run Road.

They face multiple counts of aggravated assault, simple assault, tampering with or fabricating physical evidence, endangering the welfare of a child, and conspiring with one another to commit these heinous acts.

Charging documents reveal what appear to be calculated and prolonged acts of torture of the children, including physical punishment, deprivation of food, heat and bathroom privileges and then trying to cover it up to avoid detection.

"Each child provided statements which also illustrated the disturbing experience of watching S. Duncan and R. Duncan physically attack his or her siblings," the news release states. "Even minor misbehaviors, such as taking too long to consume water or complete a chore, resulted in horrific, violent abuse."

As of Wednesday, the Duncans remained in Lebanon County Prison, with Stephanie Duncan's bail set at $250,000 and Robert Duncan's set at $200,000

A preliminary hearing in the case before District Judge John W. Ditzler, is scheduled for Feb. 11, according to online court dockets. @Niner

The case is eerily similar to another recent Annville Township case. In September, police filed charges against the father and stepmother of 12-year-old Max Schollenberger, who for years had been imprisoned in his dark, feces-ridden room with little food or water. He was found dead in May of 2020.

We are all reading this and each and every one of us can name a different child and case that this reminds us of,my mind immediately went to little Thomas Valva, it shouldn't be so easy to recall another child that suffered in this same way. Just no:(
 
With all due respect to neighbor Mr. Getz. Plus a thank you for calling child services. Just a hint. Call 911! You see a child out in the hot sun with no water, and made to run up and down steps? Human Services aren't seeing that immediately.

Also adopting five children I venture to guess "them monsters" have some kind of something with human services. How ironic.

Gram, I'm not a betting woman, and just went through all adoption agencies in Berks County. I owe myself a buck if I'm right, and believe I am.

Annville is about an hour west of Kempton, PA, where Lisa Snyder murdered her two children (it looks like Kempton is in Berks County, while Annville is Lebanon County...which kind of makes me wonder why these abusers would go through an adoption agency in a completely different county from the one they lived in, and if that might've been a deliberate choice to hide any past CPS history in their home county...?).

The case this MOST brings to mind for me is the Turpin siblings--I truly, truly hope that these poor children are able to find a safe place to live and recover from this traumatic experience together, and that the "parents" are completely UNABLE to ever find safety, security, or a moment's peace.

I gotta say, I wonder why the female abuser has a higher amount of bail than the male abuser, when these initial reports make it sound like HE was the one doling out much of the physical violence inflicted on these poor kids. I regret to say that I fully expect additional horrific details will emerge that will make clear why her bail is higher. (EDITED TO ADD: I see she is charged with 30 counts while he is only--"only", ha freaking ha--charged with 28, so now I get the difference in bail).

Also, how ****ed up in the head must you be, how amoral and merciless and absolutely without heart, to NOT ONLY brutally abuse the child who ended up in the hospital, but to take sadistic pleasure in humiliating him and making him feel utterly worthless and hopeless by writing him a FREAKING NASTY NOTE FROM Santa Claus?! (I'm sorry for yelling, but I am getting really steamed up just thinking about the sick joy these monsters took in hurting this poor boy and his siblings not only physically but emotionally).

This isn't the first time I've read that two primary caregivers spent time taking video of the victim and texting each other about perceived "bad behavior." IMO it strongly indicates a sadistic intent with heavy sexual overtones.

In the case of a little girl who was scalded to death in Michigan the mom and her boyfriend would text back and forth about everything she did that angered them, like wetting her bed or not eating all her food. Or crying. :( It was really creepy and obvious that they were getting a twisted thrill from texting stuff like "Oh, she deserves a big *** beating for that" IOW way too much glee.

It's probably obvious to most of you anyway but I wanted to point out that this behavior has nothing to do with the kids themselves or being overwhelmed or anything other than their kids being convenient vehicles for the parents to act out their own sadistic fantasies.

They need to go to prison for the rest of their lives - nothing less will ever stop their sick behavior. MOO.
 
I'm surprised these monsters even took him to the hospital! Why? So they didn't lose their torture object? What absolutely horrid creatures. No bail is enough. May they never see a chair, a bed or the light of day ever again.
