Just a couple of discrepancies in Emily's reports:

CA DOJ has "last seen" as 6/15/2018 and eye color as blue
NamUs has "last contacted" as 9/9/2019 and eye color as black (?)

The NamUs page for this JD is still up. Maybe it wasn't a match.

Does anyone know what time this woman was pulled from the river on Sunday, December 01, 2019? I have tried very hard to find this info out but there is hardly any info on this case. The reason I ask is because I witnessed an abduction in Fairmount Park on Sunday December 1st 2019 at 8:45 pm. I waited 5 hours for a police officer to come & take my report & he was exhausted & said it was a bad weekend & he wrote nothing I said down & I never ever again heard from the Philly PD. It was a very terrifying incident & I have no idea what happened to the woman in the end so if this Jane Doe was pulled from the river anytime before 8:45 pm then I'll know she wasn't the woman I saw being chased down in the park. There is so much crime here that cops can't keep up. 911 doesn't answer for over 30 minutes & you get disconnected too & they don't call you back.

Wow!! I don't know what time she was found, or if she's the woman you saw. But I'm sorry you were ignored. I lived in Philly in 2013-2014 and I hear it's gotten exponentially worse since then. Have you tried reaching out to NamUs or the Medical Examiner? They might be more receptive.

Being a witness to a crime like that is terrifying. It's clearly stuck with you. Thank you for making an effort to report what you saw, regardless of how you were treated. Stay safe, Leo!

I wonder if they ever released a cause of death. I might have missed that, then sorry. Still puzzled about the reason of the bag tied to her. Weird thought though; could it be the bag was there for "flagging" her body, done by somebody who found her but didn't want to come forward or call it in, so she would be found?

I think you may be onto something. If someone can contact the primary investigator or even check police logs for philly on dec 1st 2019, then a time may be able to narrow things down for you. If that lead doesn't rule out you saw this Jane Doe get pursued aggressively and possibly kidnapped and murdered before being dumped in the river. Then there would be the challenge in identifying the responding officer who *listened* to your report. He may of been wearing a body cam with audio as well. It's worth a shot, everyone deserves justice when they have their life cut short .

I searched for a possible match a few hours yesterday. Mostly on non-official Missing Persons-FB pages, covering f.i. Philly, people lost in Kensington etc. because I have the feeling this lady is not in the official databases. Sadly I didn't find a missing woman who looked like her and/or fits in the stats. I will be on the look out for her.
