PA - Woman Charged After Police Find Woman Tied To Bed In Basement

Police were called to a disturbance of two neighbors fighting and arrested Regina Bennett. A check of the house turned up a grown woman with special needs tied to a bed in the basement. The woman was taken to hospital for treatment.

Poor woman has very limited vocabulary and had sores on her. Police are still trying to sort out who the woman is and how she got there. On the other hand relatives of Bennett say it is a cousin who she "cares" for.
