Warning, this is extremely graphic. And I seriously couldn't believe that people tolerated this behavior on the train. Let alone taped it on their phones.

There is no standing for charges against anyone but the perpetrator.

I just read your linked article. Seems there may be some benefit of the doubt to whether they actually were taping it, and whether they even knew it was happening. At least all of them.

Police declined to say how many passengers may have witnessed the assault, but have said it appeared that some held their phones up in the direction of the assault seemingly to film the attack. Police have also declined to say whether investigators have found any photos or videos of the attack posted online.

Requests by The Associated Press for surveillance video from the Oct. 13 attack on the Market-Frankford line have been denied, citing the ongoing criminal investigation. It remains unclear whether passengers actually witnessed or recorded what happened on the Southeastern Pennsylvania Transportation Authority train.

SEPTA spokesman Andrew Busch said Wednesday that at points during the rape, there were passengers standing or sitting nearby, though he couldn’t guess whether any understood the serious nature of the situation.

* some people might not have realised it wasn't consensual
* some people might have been too afraid to intervene in any way
* some people might have been lost in their own world, earphones in, and paid no attention
* yes some people might have filmed it, which was wrong, but it seems there isn't actually solid evidence that actually happened

This rapist has a history of charges and convictions under at least three names in several States.

Came to the US in 2012 on a student Visa. That ran out and here he goes being in the States illegally.

Philadelphia police didn't get one call. It's Delco police who did.

Thinking of this young lady today. Sadly she had gotten on the wrong El. Which is easy to do.

Not condoning people didn't dial 911. I still would have got off the El though to call 911.

My DD who took that El daily to work up to 69th Street reminded me. Her and my ex husband had gone to the art museum pre COVID. Doors open from El and pack of kids jump on and sucker punch a man. They jump off he follows. He left his attache case though. A guy riding snatches it up. My ex starts in it don't belong to him. A verbal argument ensues. Thief says "I'm taking it to lost and found"

My DD said she was ready for her dad to get shot or his *** kicked. Noooo you get murdered like that. DD said I called 911 for that poor man, but my dad is playing hero.

Not even close to what happened to this poor woman, but another example that El is a rolling mess.
 

Maybe, but that part is still chilling-they stood there clearly aware a woman was being raped & pointed him out to police when they boarded. To me this doesn't get any worse as an example of what kind of society we live in, how self absorbed people are & unaware/uninterested of what is going on around them etc.

So, the passengers that night might not have gotten physically involved, but they weren’t as callous or as indifferent as they had been portrayed.
 
This whole episode is one of the most despicable things I have read in a very long time. If people pointed him out, they definitely knew something was horribly wrong. And, if people were afraid of him, what about when they got off the train? Nobody could call 911 at that time? I can't even find any words to write about what I feel about this horrid event. You get lost, and that is the end game, you get raped as a result while onlookers do nothing? What has the world come to? Anyway, I better quit now, I can't find the words to describe this horrific event, and I better quit before I use some that might get me banned. MOO. Thanks, all. Katt
 
Are you guys allowed to carry mace in your purse in the US?
Reading all of this I wouldn't leave my house without it, it might have helped.

I use public transport every day here in Germany for 20 years, never felt unsafe, never had anything happen.

In most places in the US you can carry mace or more likely pepper spray. There are some states/cities that have restrictions on who can carry it, and I believe a few cities don't allow it. Those restrictions make little sense to me.

Why can't I have duel citizenship? My Gram did! Honestly I know why.

We can actually conceal or open carry a firearm. With the right paperwork. My daughter has carried a stun gun and mace. Somehow ummmm legally. She took that El every single day to 69th Street. Social Worker/Survivalist.

Still praying for this young woman. I've been on that dang El years ago after eats and drinks with coworkers. Today? Well I'm Flippin OLD but have left Fishtown to get back to my mom in summer at 6:00 AM.

Who knows? I'd bet my first and only born if somebody accosted me at 6:00AM nobody would help directly. They'd be late for work.

And you have the right to self-defense with a permitted concealed carry firearm against the threat of rape in the state of PA. As long as you can pass a background check, PA is one of the easiest states in which to obtain a concealed carry permit.
 

PHILADELPHIA (KYW Newsradio) — The man accused of raping a woman while she was passed out on a Market-Frankford El train has pleaded guilty.

Fiston Ngoy, 36, pleaded guilty to rape of an unconscious victim and, as part of the plea agreement, will spend seven to 14 years in state prison.
