POI: Carman Monaco, Jr.

He doesn't seem very credible to me. It doesn't make sense that the police would take the calls to the sister seriously and put a trace on them but blow him off when he supposedly received 30 calls.

And then he says he knows the house of the john she used to see on LI but the police never came so he just let it go? I don't buy it. JMHO of course

So I contacted a fellow sleuther who was listed as a WS-verified legal expert. Here's what they said:

"The charging documents definitely can be obtained. Many courts have all their public court records (i.e. anything not privileged/sealed) online. Also, it is pretty easy to hire an attorney service company to go down to the courthouse and make a copy of the court file. Normally they charge something in the neighborhood of $50 location fee plus $1 per page although this fee varies and is not set by any statute. A quick google search gave me http://www.dlsny.com/document_retrieval.asp although I don't practice in New York so I can't personally vouch for them.

As far as the original police reports, that varies by state. Here in California, police reports are not available to the general public whereas in Florida they are. I don't know New York's laws about these. However, if any police reports have made their way into the court's public file and you get a copy of the court's public file, then *voila!*"

I'd like to ask if someone local is willing to call the clerk of the Nassau County First District Court and find out:

1) what specific information is required to get a copy of the court file?
2) what is the process of getting these documents (complete form, in person, photocopier available, etc.)?
3) what is the cost, if any?

Not a local anymore. But I'd love if you could help with getting the court docs I'm looking for. You did a good job getting the court docs for CPH. Maybe you (or your contact) could help with getting the court docs for Carman, who was questioned in 2005 by police in relation to the Manorville slayings (whose dismembered body parts were found within a stone's throw of the GB4).

I'd say that's a pretty good use of time. I'll send you a money order to reimburse photocopying expenses (assuming its under say $100).

I'm looking for "the court file". I don't know what it will contain, but I expect at a minimum the "charging document." I'd really like to see any "police reports" associated with the case if they're in the "court file".

I think you need to go to the Clerk of the Court.

Court: Nassau County First District court (criminal)
Name: Carman Monaco Jr. (NOT CARMEN WITH AN "e", BUT CARMAN)
Carman's address: 14 Pine Gate, E. Patchogue, NY 11772
Carman's DOB: Unknown, but he was 47 in 2004, so probably 1957 was the year.
Arrested: August 26, 2004
Sentencing date: Scheduled to be sentenced May 18, 2005
Charges: plead guilty to 11 of 18 charges - seven misdemeanor counts of aggravated harassment and stalking, and four felony counts of coercion

That's all I've got right now. Let me know what else you need.

What makes you think this guy isn't in jail now? or at least wasn't when the taunting phone calls were made?

He was involved in a traffic accident in the Bronx in 2007 while working for Hub Truck Rental Corp. He foreclosed on his house in 2009. He was not listed under the NY Inmate Lookup, so he's never been in state custody. He was allowed to complete court ordered inpatient psychiatric counseling to reduce or eliminate his 6 month prison term. He was on 5 years of probation starting probably from 2004 or 2005. He didn't have a criminal record prior to his 2004 arrest. My belief - he's a free man.

Looks like the moving company has another associated business with a different name and an 800 number but the same address. West Islip Moving and Storage and in the center of the phone number is yet another 666.

Maybe this is something and maybe it is nothing.

According to the company profile on manta.com the company has been in business since 1975. Up until 1999 or 2000 all of LI was 516. So the number would have been 516-666-XXXX and then changed to 631-666-XXXX in 1999.

ETA
and since it is a business they may have decided to also keep the 516 number so they didn't confuse or lose customers.

on this site they have yet another established date: 1997

According to manta West Islip Moving was established in 1997 and Monaco in 1975. Who knows

Just for clarification are you saying you think the 666 means something? 666 and 665 are the most common exchanges in Bay Shore. Sorry if I'm misunderstanding.

It just caught my eye...made me look twice.

IDK if this is at all related but thought it might be worth a look see. Upon researching the address, it is a single family home.

Dude, if you can get that court file, you're the man.

This nags at me too. Possibly the guy is full of it or the police just did a really terrible job or possibly there is information not released/being sat on. But I've never heard it mentioned that there was any follow-up on the boyfriend knowing where this person lived. That's the first question that popped into my mind upon hearing this piece of info a while ago...well, if he knew where the guy lived, did the police go out there and where was it and who was it and what happened? Curious to know the answer to those questions...

Why don't you just get a PACER account ( link ). Their charges are infinitesimally small... $0.08/page ( link ) and their database is nationwide.

I, personally, think the guy is full of it, and was just puffing up for the press. Basically, making stuff up to increase his sense of self-importance to the public. He even states he became suspect #1, claiming he was being tailed by LE ( link ). Yeah, ok. Whatever.

Moreover, as I've previously pointed out, he claims the caller was an "older white guy," yet alleges the caller stated, "I know where you be at." ( link ) That vernacular does not fit a middle aged white man in any way whatsoever.

And finally, the caller, who was using the victim's (Melissa Barthelemy & Maureen Brainard-Barnes) phones, seemed to be targeting the victim's female family members ( link ).

Btw, and aside, for those of you who are certain CPH is our culprit, recall, he not only spoke with Shannan's mother but called her sister, as well. ( link ) Which is arguably consistent with the killer's contact with other victim's family members. What is inconsistent is the lack of taunt.

Nonetheless, focusing purely upon the calls to Melissa's sister, we can infer this guy is someone who is a coward. Someone who tries to use intimidation tactics with what he considers to be the "weaker" of the sexes. And, of course, his taunting the sister, drawing things out, stringing her along, describing what he was doing to Melissa, before finally telling the sister that Melissa was gone, lands him squarely in the category of a sexual sadist.

Within this context, the allegations that he called the pimp, even if only once, is totally out of character, and therefore makes the pimp's story implausible, and likely, imho, a self-aggrandizing fabrication. This, of course, is jmo.

That aside, CM Jr. certainly fits the profile.

Then again, istr another individual who completely fit the profile, to a tee, in the case of drowned male college students. ( link ) Then again Timothy Bindner also fit the profile, to a tee, of the perp abducting young girls in the SF Bay area. So much so, Fairfield LE actually named him as prime suspect, and were subsequently sued for defamation of character. ( link )

All things considered, , CM Jr. may very well be more bark than bite. The biggest strike against him is how blatant he is and has been. Even so, I do hope LE takes a closer look to at the very least, rule him in/out.
