You can thank Robin Williams (Mork) for the popularity of the rainbow suspenders. The Mork and Mindy show aired from 1978 to 1982. So I'm guessing this pictures was from 78 or 79 prior to Alcala's arrest in 79.

I had a pair of these suspenders in 1978. They sold them in 1977 and after. They where from the show Mork and Mindy and where very popular in 1977-78.
