Does that happen? I mean, do judges get nudges from other judges--either at their own request or because someone finally looks at things and determines it is time to say something?
In civil court an administrative judge " oversees "all judges, and will/does step in (privately) if a court room veers out of control. ( my DH does civil litigation). Not positive that's so for criminal court in AZ but strongly suspect it is. Can check their website to confirm.
Added: yep. Maybe including the Court Services Division of the Court's Administrative Office. They track case resolution time by a standard.
