They don't know who the shooter is so have no idea if there's an ongoing threat or not. That's how they should be treating it. Like the Boston Marathon, they had a manhunt and didn't tell people to come out until they found the guys. IMO there's no difference here. The shooter could have plans to do all manner of killing, no one knows, so they shouldn't tell people the threat isn't there.<modsnip: No need to be condescending>
They are using specific language, which indicates the initial incident is over. There was not an immediate continuation - ie. running gun battle/chase/2nd attack. And, they have no knowledge of an explicit continuing threat or a threat to return - ie. a manifesto, target list, video, etc..
They have mentioned increased police presence in the area.
There is certainly a gunman still at large, somewhere. Under the circumstances, behave as you see fit. You have not been advised by LE to turn off your brain and everything is just OK, no worries.
