After today's false announcement from Putin of a cease-fire for humanitarian conditions, I think UN peacekeepers should be the ones who help organize and monitor civilian and humanitarian evacuations.
There needs to be a major non-combatant international organization involved. If it can't be NATO, or EU, then it should be the United Nations.
How about the north part of Cyprus that is under Turkey's government? Do they have ports that Russian ships could use if turned away by southern Cyprus?

I agree that an international organization needs to be involved, but it probably needs to be an organization that is agreed upon by both parties, so I doubt NATO, EU, or UN would be agreeable to Russia. I read that in the last negotiations with Russia, Ukraine proposed that the International Committee of the Red Cross (ICRC) organize the humanitarian corridor. I am not sure if the links on this can be posted here.
I don't know what other international organizations can step in, I am not familiar with others.

Russia is a member of the UN. Don't see why they shouldn't be requested to participate for these humanitarian reasons.
