I wonder if he genuinely believed there was a bomb on board but lost his courage.

He was headed somewhere, to do something, and when stopped decided it was better to squawk out that he had a bomb on board.
What in the world would you be trying to cover up that doing that seems like a better choice?
He was not hiding good intentions in my opinion.

U.S. Department of Transportation records show Globe Transportation Inc. has received more...

Globe Transportation Inc., according to the DOT, has more than 230 violations stemming back to November 2022.

The most common violation was for speeding, but the company also faces other violations the DOT deems more severe.

Those include drivers being in possession of alcohol and drugs, and one driver operation a truck without a commercial driver’s license
