They are investigating to see if there's going to be a case beyond 'missing person' as pertains to Stacy. They are investigating to see if there's going to be a case beyond 'accidental drowning' (or mysterious death) as pertains to Kathleen Savio. And if so (in either/both situations) then they're going to see if there's evidence to determine if they can make arrest/s.
First of all I did use the word "investgation" Maddy..as you would see if you read my whole post. You seem to feel that the case doesn't start until charges are filed, that is inaccurate..the case starts the minute someone is reported missing.
Maddy they do have a case..the case is what happened to the mysteriously missing Stacy Peterson. The word case to me means investigation to see what happened..it does not mean charges to me. Charges on when you have finished your casework and have the facts and evidence you need to place charges and go to court. A case is simply something has happened and now we give it a file name and number and then you investigate. Thus the term case file. Charges come later. I was a caseworker..I did not always file charges or take action..but I did have cases and work to do with those to sort out what happened. The files that I kept were called case files. Rather charges were brought or not it was still considered a pending open case.
Where in the world do you think the expression "Cold Case" came from? That's a case someone investigated but they were never able to bring charges.
This is a case of a missing person who can not be found. I won't argue about this any more. There is a big differnece between investigating a case and bringing charges. Believe me there are many cases where charges are not filed. The ISP AND FBI call this a case...that is good enough for me.
