As a DMV employee, I can explain why he would be facing charges.
Simply accessing or having another employee access the database without a job-related reason is a criminal offense. Government employees that have access to people's personal or sensitive info, are required to sign a statement with strict guidelines as to when, who and why the database is to be used. Any violation of the guidelines is punishable by incarceration, fines and dismissal.
We cannot run any records for family members/friends or to gather information for personal use. Period.
If an officer is conducting an investigation, he may have a valid reason to "run" a suspect's or witness's info, but you can't just access the database because you want to find out where a hot little 16 yr old works, or to get info on a man that you catch at Denny's with your wife, and run his plate to find out where he lives so you can dump your wife's body in his neighborhood. Or perhaps, run a person's name to get addresses
to sell to your drug dealer friends who might want to find someone that owes them money. Selling information can be lucrative in the underworld.
We know dp sold out an undercover cop, you think he gives a hoot about departmental policies and procedures. And the atty shouldn't have said ALL the cops in BPD do it, but I'm sure there are many.
