Oh for Heaven sakes...I should have known better to double and triple check my links before posting. Just saw the word ONTARIO and I got all excited. I just knew it was too good to be true. So you didn't get the gist of the form then obviously.
Well the form was just a general example of what inmates may be able to purchase from canteens, with their own money. I would imagine the one I linked from the Ontario County Jail, New York is quite similar to what's offered in Canada's correctional settings. No?
So yeah, DM would need credit/cash on his commissary account to purchase soap, shampoo ect. and to pay for haircuts. If no one is putting money into his account, he cannot purchase these things and perhaps that is the reason behind him appearing in court with long, stringy/greasy hair.
This link may help to give you a better idea of what is available to inmates in Canada, from canteens. Products the jail does not provide to inmates free of charge. It's been posted before, way back there somewhere. HTH.
