Isn't it possible that company (CS&H) is being merged with another, for more efficiency and less waste, though ?
And not necessarily shuttered.
It isn't a company - it's a government agency that's being closed. As far as efficiency goes, it depends on whether the same skills are available at other government agencies that can take its place. If specialty skills are unique to one agency, the skills may be lost.

When I see something like this, the first thing I think of is "What did management do wrong?" to cause such a catastrophy. I assume there is closed circut video feeds to examine? It just my opinion, but I think that planning for the coverup has likely begun.
Only jumping off your post to say - the Sheriff stated in one of his press briefings: they are also leaving room for the possibilty of foul play in the investigation.

I interpret this to mean, the possibility there was a disgruntled/mentally unstable employee or even an outsider, who may have caused the explosion intentionally, JMO of his meaning.

OSHA and BATF will investigate.
TOSHA is actively involved yes, as are the FBI and ATF. Many other Local, State & Federal agencies were also mentioned, don't recall them all.

Deadly explosion marks second in nearly 12 years at site in Bucksnort, Tennessee

This is not the first time a deadly explosion has happened at the rural facility. In April 2014, one man was killed and four others were injured during an explosion and fire at the plant.
