I'm confused about this whole AMBER Alert thing. There was never an official AMBER Alert issued for Holly. The NCMEC never had any AMBER Alert for her. Just because a MSM news source says "AMBER Alert", doesn't mean it's true. I think we're over-scrutinizing that point.
Also, although NCMEC typically works on cases of kids under 18, they do have a special statute that mandates they also take cases of "minors" under age 21. This is NOT uncommon. The following is on Holly's poster:
"SPECIAL NOTE: This case was initiated pursuant to 42 U.S.C. § 5779. The individual pictured on this poster was reported missing when he or she was between the ages of 18 and 20. Law enforcement has entered this case in the FBI National Crime Information Center database and has asked NCMEC to disseminate this poster."

On behalf of Perry County, Sheriff Tommy Hickerson committed resources to the Decatur County Sheriffs Office Task Force to assist in the Amber Alert on Ms. Holly Bobo.
Chief Deputy Nick Weems and Deputy/Investigators Rodd Spaid, Chris Hickerson, and George Dittfurth were assigned to assist in the case.
Deputy Sheriffs Rich Weatherly and Bob Dillingham volunteered their time and also joined the team looking for Holly.
Additionally, Marlie, Perry Countys tracking bloodhound, was paired with Deputy Dittfurth who is a recognized expert in a number of law enforcement specialties which include human and fugitive tracking.
Sheriff Hickerson said that Amber Alert in Tennessee is run by the TBI and is a voluntary partnership between law enforcement agencies, citizens, and the news media that issue alerts and update bulletins to Tennessee citizens. An Amber Alert puts everyone on the lookout for missing victims.
He added that an Amber Alert results in investigative and manpower priority being committed to the goal of finding the abducted minor. The effort is coordinated through the TBIs Criminal Intelligence Unit.

But LE seems to confirm that it was issued. Although I am not finding proof that it ever actually was. News site after news site reports it was, but there is nothing on the amber alert site.
And even here, something is fishy. "Between the ages of 18 and 20"...she isn't she was over 20, since her birthday was passed.
