I'm confused about this whole AMBER Alert thing. There was never an official AMBER Alert issued for Holly. The NCMEC never had any AMBER Alert for her. Just because a MSM news source says "AMBER Alert", doesn't mean it's true. I think we're over-scrutinizing that point.
Also, although NCMEC typically works on cases of kids under 18, they do have a special statute that mandates they also take cases of "minors" under age 21. This is NOT uncommon. The following is on Holly's poster:
"SPECIAL NOTE: This case was initiated pursuant to 42 U.S.C. § 5779. The individual pictured on this poster was reported missing when he or she was between the ages of 18 and 20. Law enforcement has entered this case in the FBI National Crime Information Center database and has asked NCMEC to disseminate this poster."
