“Our fight is not over,” said Jennifer’s sister, Casey Robinson.

Jennifer’s mother, Kathy Nale, and Robinson have spent more than two decades searching for answers- with law enforcement, and sometimes without. Robinson says cold case families can go years without hearing updates on their cases.

Now, Robinson is petitioning lawmakers to rewrite how Tennessee handles and prosecutes cold cases. She’s partnering with other families, hoping lawmakers will take action.

Robinson sent a letter to state lawmakers outlining multiple reforms she hopes will be introduced during the legislative session beginning Jan. 14. One proposal would require detectives to review cold cases more frequently. A family could also request that a case be reassigned to a different agency if local departments don’t have sufficient resources.

Another reform she’s seeking involves changing the statute of limitations for charges tied to missing persons cases, specifically where no remains have been found.

“Missing person cases and investigations should not follow the same law for statute of limitations until someone is found,” Robinson said.

Other proposed reforms would expand when and where law enforcement can execute search warrants in missing persons cases, strengthen the state’s databases for tracking cases, and provide funding for additional liaisons between detectives and relatives, to keep families better informed.

State bill pushed by Wix family to create new TBI cold case unit stalls in legislature​

A bill in the Tennessee General Assembly supported by the family of Jennifer and Adrianna Wix to create a new cold case unit within the Tennessee Bureau of Investigation (TBI) recently hit a roadblock after failing to pass in a House finance committee earlier this month.

First introduced by Sen. Kerry Roberts, R-Springfield, Senate Bill 2649 would have created a cold case unit staffed with six fully dedicated TBI agents. The legislation would also allow the TBI to get involved in local cases that have remained unsolved for a decade, at the request of a district attorney.

According to Roberts, the bill failed to pass a critical funding hurdle, as it wasn’t included as part of Governor Bill Lee’s budget for the upcoming fiscal year.

“In this particular case, where we are is we have the willingness from the TBI to do this. And they want to do it. In fact, they were hopeful that it would have been funded. But it just wasn’t in the governor’s budget. And then, you get into trying to get appropriation requests and get bills funded, and there’s just not enough money to go around right now.”

“But what we’ve done though, is we’ve set the stage for potentially being able to do this next year,” Roberts said. “I feel like we got everybody to understand the need. We got everybody to agree it’s a need. And so maybe next year, there will be the willingness to fund it and get it going.”
