Just had a thought.
Has Herber ever been officially reported missing? If so, wouldn't you call the local Feds? Call local FBI, U.S. Marshall Office, U.S. Attorney Office, U.S. Magistrate, I don't know. They could do an emergency check and demand to see Herber since it has been announced that he will be there at 11 a.m. today, say he's been missing since 2004. I have no idea who could be called, but that seems another likely place.
Because the COS is legally and by court order a church and religious organization the govt is very slow and hesitant to get involved, how often do you see the FBI raiding catholic churches and hauling pedophile priests off in cuffs, you dont, its that thing that we call seperation of church and state that makes it very difficult for the authorities to get involved in these matters, look what happened the last time they did, Waco, Texas, the govt is still getting a lot of flack and criticism for the way that was handled and people generally do not like the state getting involved in religious matters. FLDS same thing, the FBI got involved and look what happened, most of that was thrown out of court and the courts frowned on it very much, a few members went to prison but that was mostly for things not connected to the raids themselves. Again, the govt is very hesitant and for good reason, to get involved in the affairs of religions and churches.
It is not as easy as some of you might think it is to simply report this stuff to the feds and expect them to act on those reports. It is a VERY touchy legal issue in the United States.
