I google "the murder of Amber Hagerman"

snip

Amber was the second child in her family to have been kidnapped. Her father's two-day-old-granddaughter was abducted in 1991 and recovered safely 10 hours later.[3]

With both the abduction site and the body recovery site being withing a few miles of each other its most likely someone who lived or worked in that area.

If I recall the only eyewitness stated that the pickup truck was initially parked at the landromat across the street before he saw the driver of that same pickup truck out Amber into his vehicle before leaving

Its more than likely he has used that lanudromat before especially if all other indications are that he is most likely from that area.
The laundromat is in the same parkinglot...right next to the spot where she was taken. However....on the side of the laundromat that faces the truck entrance to the grocery store where it happened there are no windows. The witness said the truck had been parked there a while..surely someone was out in their cars had to have seen it. I live down the street from it where the mural is now..and go there time to time to think.

Thanks for the clarification, that even further strengthens my beleif that this was someone who lived in the area at the time, and acted impulsively.

''Though Amber Hagerman's murder has never been solved, her case helped recover countless children nationwide by inspiring the AMBER (America’s Missing: Broadcast Emergency Response) Alerts system.''

"It's a shame my daughter had to be butchered and had to go through what she went through for us to have the AMBER Alert, but I know she would be proud of it," Amber's mother, Donna Williams, told Yahoo News in January 2016.

''On the 25th anniversary of her disappearance, in January 2021, Arlington Police held a news conference in the parking lot where Amber was abducted. They honored the young girl’s legacy and assured her family and the public that they were still looking for Amber’s killer.''

''Sgt. Ben Lopez, who was a rookie on the Arlington police force when Amber disappeared, acknowledged at a 2021 press conference that police knew there may have been undocumented residents at the laundromat who were afraid to come forward but “if there is a witness or witnesses who have that concern, we are not interested at all in pursuing any kind of deportation.”
