GUILTY TX - Billy Joe Harris for rapes of elderly women in 6 counties, 2011

  • #361
I was raised in a small town and still live in a small. I raised about 45 miles north of the Texas state line. That is it, it is the dead hour. You will be lucky if you have one officer on duty in day light after 6pm they are just on call. So I can see how he could easily get past the police men. I lived here for about a year before I even realized we had a police station in town a block from the bar. Most of the calls here go to the sheriff's office which about 20 miles away, If it is not extreme emergency they don't even both to come out they just send the local cop who does nothing cause he out of his jurisdiction.

Sweetheart29--Remember that he's not only got to fool these women and the neighbors but he's got to get past an alerted LE system. He's raping women at 4-6 am. Those are the dead hours for LE. They're going to check any stranger sitting in a car just to stay awake or give them somebody to talk to for a minute. I know small town Texas. LE are friendly. If they see a surveyor or cable guy working off some plans or a notebook, sitting in a quiet neighborhood at 5 am, they're going to pull up and say hi--and to check him out.

I'm going to be really surprised (when this guy is caught), if we don't find out that LE did cross his path. Think about it, if you're LE driving around one night and stopping to say hi to some service kind of guy AND you learn on your next shift that Ms. Bessie got raped and robbed, you're going to remember the incident and have a good description of the guy. I would think LE use their skills when they order at McDonald's. Do they? Can Deputy Troy tell you what the kid looked like who just handed him his hamburger? Can Sheriff Jones tell you what the man looked like that he stopped and said hi to last week during the night?

Another thought. Are there newspaper services in these areas? Where I live, in Southern Oregon, we can get the SF Chronicle and the Portland Oregonian delivered (both cities are 300 miles away) by a special news service. They throw the papers at 4-5 am. They are completely separate from the local newspaper delivery people. Could there be an Austin American Statesman or Houston Chronicle or other big paper delivery service which might not be seen as odd in neighborhoods at this time of day?

Speaking of deliveries early a.m., what about milk deliveries. Around here, it's Royal Crest Dairy.

Just catching up here ladies...thanks for all the support. The SOB is laying low I think cause of all the notoriety. How long can he hold out?If I missed it I apologize but has any kind of perimeter map been drawn as to where he has 'hit'? So we can triangulate etc. This guy ain't gonna stop....maybe he has been arrested for another minor crime? And is in jail? There are so many details we don't know-if he has an accent, how he dresses (what colors etc), if he seems 'high'. I doubt it somehow-that he is 'high'-unless it is some sort of speed....
Are there any manufacturing plants in the vicinity of his attacks where they work late-night/overnight shifts? He is starting to remind me of LA's Night Stalker....he prowled around at will for a long time. Maybe he is on SSI and just needs to 'get by' with the money he steals and has plenty of time for the devil to get in his head?
I never did go to the library to check out the myspaces or facebooks. I think he most probably would have one since he is so brazen and bold and likes to let his vics know what he knows about them. Are there any 'flea markets' around the areas where he could sell the items he stole? I bet he lives with his grandmother when he is in his home town-or an older sister or brother. Sheesh...what a case.
I know I am all over the place but that is how I think...besides a map-a really good timeline to study. What we are missing is the victimology report specific to the victims themselves. But the noose is getting tighter I hope!

Starry - here's a map from upthread...it doesn't show Luling tho....To visualize where Luling is, find the dot for Austin & follow the un-named highway (which is US 183) down almost to IH-10...it's in that area.

I don't suppose there's any way this guy could be bugging the womens' homes when he does his first break in ? Or, he could have lurked an hour or so before dawn and then went back to a vehicle and drove back by a few times to make sure no one came by. I don't see how he could by with that every day though, since he knew the victim's son came by every day to check on her. It's chilling to realize that he is thoroughly stalking before he strikes.

Is there any way we can check and see where that's going on (or has occured) at a given time? But wouldn't LE have gone over this list ad nauseum? This rapist is slick.

I wish we had 2009 Community Event calendars....I can find calendars but they're all current...haven't been able to dig up last year's.

I'll try again & post if I find anything.

Personally, I think the most chilling words in the English language are 'the telephone lines were cut'......and THAT is what is so frightening about this perp. It is a matter of time before he strikes again. He is on a layover in my opinion-the cooling-off period. If only we could prevent that next attack! At this point-we need to help spread the word surreptiously-through a silent network-so LE can work in stealth mode. For myself- I have a co-worker who works with the elderly pop throughout Texas and I am going to corner her tomorrow and have her help spread the word....also hopefully her main boss-who is mine-we can do something. We need to alert Texas HHSC personnel.......We have to fight that good fight.
Ok-I make a lot of mispellengs and I have to edit all the time cause I type in semi-dark etc ....sorry......I just have to send it through.

Someone do a favor-start your post with the names of the Counties.....and then we will let that post stay there for a while-just so this is an alert to any saavy posters from those counties who can spread the word! I mean-really-we need to treat this like a missing person case and get the online word out....let's all text our relatives-call smaller cities Chambers of Commerce etc. Let's flush the Creep!

I wonder if this monster works for a company that's sent him out of state. <shudder>

If he attacked a 91 year old twice and even went back and attempted a third time maybe he will obsessively try to go back to another victim or attempt and be caught that way. I'm probably wrong, but I could swear I read that the lady whose burglar bar was removed was not attacked, but he came back and attempted to get in a second time.

I wish I still had the link, but I did see an article online about LE out patrolling & being aware of the SR, saw a car parked where it shouldn't be late at night...found a couple in it & busted them for drugs(meth, IIRC)....so I think LE is indeed watching out for the creep.

As far as newspaper delivery, I tried signing up for delivery of the local fishwrapper (Austin American-Statesman) & was denied delivery to Luling, Yoakum, & Zabcikville....I stopped there -- I don't think those other little towns would be able to get it home delivered either....Makes me doubt the Houston Chronicle would deliver there, too.

Txvicki's post about him bugging their homes gave me chills....what better way to know what's going on w/o actually being there!! I just need to figure out how he could 'listen in' from afar.

My husband, who was a contractor when we lived in Liberty Hill, said that the food and drink deliveries didn't start until about 6 am. They do the major stocking of the bigger stores around midnight. The little cafes start opening at 5:30-6 for the construction workers.

He thinks that this guy is just hanging out in a decent looking car with dark windows watching these ladies homes. He said he didn't think he's in a truck but if he is, he thinks that it has a canopy. He's obviously spending a lot of time doing his surveillance but I imagine that's where the thrill comes from. I hate to bring this up because it's gross but remember what we read about the trophies? They are used for masturbatory purposes later. That might be what keeps him sitting there for long periods of time. He's got close tabs on these houses as he's felt brave enough to take his clothes totally off and to correct a woman as to when her son is expected.

My husband also agreed that there really aren't any LE on the street during the 4-6 am time in the small towns. I wonder if that's changed, though, with the attacks. When we lived there, jogging was just getting started out in the country. How about now? Joggers in the city will often set out around 5 am. Would a jogger stand out in these towns? Does anybody think he's doing the Ninja thing--all dressed in black, etc. and making a total cat and mouse game out of this for his own thrills?

Because we've had alarmed doors in our house before due to some of the kids' issues, we still get some "security" catalogs. I used to never look at them but perused one the other day. It's absolutely amazing how inexpensive items for bugging and surveillance have gotten. That's certainly a possibility. I think when this guy is found, he'll be shown to have some computer skills and surveillance ability. He's no dummie. He's a creep but he's not typically stupid. LE just has to trip him up or he has to get sloppy.

Got a question for all those posters in Texas. When and how were these rapes reported? Were they reported immediately following the crime or was there a delay?

The reason I ask is that we had two rapes (at least) in our little town within a week last month. One poor woman in her mid-thirties was walking home from a New Years Eve party and woke up in the hospital two days later. She almost died of hypothermia. She remembered nothing other than walking downhill from a high end part of town. She was found dumped on the sidewalk in a business park near the railroad tracks by a jogger.

A few days later, a woman who works in our downtown area was walking in an alleyway (behind our new fire station!!) and was pulled into the bushes and raped at 2 pm. This rape was really shocking as this is a nice walkway with lots of traffic. Tourists cut through there and people walking to the bank use it. She called police immediately and the rape was confirmed. There was immediate reporting in the media ("breaking news" in all the local papers) and gathering of surveillance tapes. Fliers were put up all over town and "Take Back the Night" and "Take Back the Alley" vigils were held. The college offered escorts and police have been available to answer questions.

They haven't caught the creep yet, which worries me greatly (got my seven yappers here next to me, though) but the community seems reasonably comfortable that everything is being done right. We also feel as if we were alerted to the danger immediately.

So, I'm wondering, what did these initial reports look like? Were they in the paper the following day so citizens could think back about odd events. Were neighborhoods alerted? Everything has seemed so vague compared to what happened in our town. We all know the exact spot the one woman was found and the exact spot where the other was raped. We've got a detailed sketch composed with details from the second victim. The rapist made no attempt to disguise himself. The reports also caused three other women to come forward with "interesting" information.

So, what's it like, on the ground in Texas?

Good evening-I can only post mainly at night-don't want to get in trouble at work but I do check news sources all day at work and I may hit and run with a news article etc. Anyway....trying to dig more and get into his head. There is a website for people seeking sex and it is called ....well I don't know if I can name it-can I? I won't name it yet but here is the deal...I put in the zip code for Yoakum and the age range of 19 to 30 year old males..I had to make up a freak profile of course under an e-mail other than my usual-so it did allow me to search. There are about 30(?) guys from the Yoakum area on that site with varied sexual interests....of course they don't have a category for 'likes to rape women over 65' ...but there ARE some interesting User Names on it-like: 'Bloodlover21', crazydevil85, and one which really caught my eye 'tkdrvr21 and his headline was 'I move around a lot'.
That's my 2 cents worth for now. Believe me, if I was retired I would be on this case 24/7. Every day I am getting angrier and angrier about the victims. I want to get this freak-show off the streets and into a Texas Prison. FAST.
