So... stock pond/tank, maybe what a little pond. But... I'm seeing sources saying fishermen found her, just the skull at first. Also seeing stock ponds associated with fishing are about quarter of an acre to an acre. Also seeing that other remains (aside from the skull) were located "later." (Hands never found, I believe.) Am seeing these ponds like 5-15' deep. Was this one kind of murky, not really good visibility, was this body weighted down and over the years remains began bobbing up, being taken in part by scavengers, other segments washing up and finally detected, notably the skull? And how big is this body of water?? I mean the fishermen are using it, and sources are not specifying these fishermen own this property. And if they do, I'm sure it's not their first time using the pond/tank in this area, I'd assume, why no remains until now?
This perp... it sounds like he may have gone to a lot, lot of trouble to make sure that body wouldn't be found for an extremely long time, and this Doe would be incredibly difficult to ID. Most of them do this, but not all, and this one has (unfortunately) had amazing success with it. The local scenario would be like the perp was living with the victim, psycho perp murdered her, she lived with him, he grabbed all her stuff and dumped it with her. Usually I'd say yes, here I'd say not at all sure, though, because if he's local, I've got to believe this would've caught up with him by now. I mean maybe not, but likely. If she had all her stuff at his place, nobody noticed she's disappeared? If he was going a fair distance to see her, again, nobody noticed him, and nobody noticed her disappearing? Nobody noticed all her sheets were gone, a lot of her clothes gone? Perhaps, but it doesn't seem likely. I think it might be possible, though, if she had a very transient kind of existence. Still... I think someone would have noticed.
And the sheet sets, were they involved in his commission of sex crimes, DNA? And these clothes... Some of these clothes sound like they'd match up for different people. They're not all the same "style," if you will. Could they be the possessions of the same woman, of course they could. But I don't think it's necessarily the case. It's jmo and I'm likely wrong, but if that's a local... how has nobody noticed in decades? Because unless there was a relationship between them, I don't know why he'd dump such a significant amount of her wardrobe off with her, along with sheets. It's just... strange. And believe me, I'm not saying this person isn't local, he quite likely is. But it just seems freakish to me that he's out there, the local murderer, she's disappeared, relationship implied with all this clothing and bedding, and nobody noticed. Could she have been staying at a hotel out somewhere on I-35 for some time? Is there anything reasonably nearby?
