Def. OS: [In a report of people who lived at Southside flats] 93 tenants had unintentionally parked on the wrong floor. 71 of those lived on the 3rd or 4th floor. There is no number posted on the entrance to the hallway. You'd have to go over to the elevator and look for the number. Most people don't do that. ... the higher you go the more confusing it is.
46 tenants had gone to the wrong apartment and placed their key in the door. (My comment: He then changed it to 38 tenants in the next sentence, but did not imply he made a mistake. He seemed to not realize he said different numbers, or I heard it wrong.)
(My comment: he didn't say whether it was people who had ever lived there, or people who lived there at the time, or people who lived there at some later date of the study)
