Fwiw, I think the address should probably read Marine Creek Parkway, which is a larger and more traveled road off of Hwy 820. Of course, things have really built up since then but a local community college (built in 1976) was not too far away so there was activity around.

There are several good-sized bodies of water nearby. I wonder why he was left in a culvert on the side of the road rather than put into the water. I guess it's faster and easier just to toss someone out of a vehicle. (that feels really gross and insensitive to say <shudder>)
