“Finally, a small number of UCers decide not to complete birth certificates at all, preferring that the state remain completely out of their children’s lives.
We know that approximately 1-2% of the U.S. and Canadian population births at home.15 The number of UCs is certainly not in the tens of thousands.16 The maximum possible number of UCs per year in the United States is around 8,000, but it is likely lower than that. In 2005, the National Center for Health Statistics reported that 24,468 babies were born at home, based on birth certificate data; 14,677 of those births had a midwife in attendance, 7,233 home births had attendants listed as “other,” and an additional 790 attendants were recorded as “unspecified.”17”

Thank you for that info, lots to read and I've only glanced through so far but notice this paper is based on information garnered from mothers within contact of medical services.
I was thinking more along the lines of people who live "off grid" though. Travellers, migrants, the homeless, etc. No registration, never seen a doctor and therefore not recorded. Maybe I'm thinking too much.

I don’t think you are over thinking. I think there are more off the grid people than we could imagine.

This is completely off the wall and isn't going to figure out who this little guy is but the moment I saw his eyes, brows, and hair I was immediately reminded of my cousin's child. She was born with congenital hyperinsulisim (basically chronically low blood sugar - the opposite of diabetes).

Her blood glucose was monitored very carefully and she was put on a medication called Diazoxide to reduce her insulin production. A prominent side effect of this med is excessive hair growth. I spotted it immediately in a classmate of one of my children once, just because it is such an unusual and remarkable look. His mom was really surprised that I'd even heard of it.

Since it seems that there's no obvious COD it's possible that this child died from complications of chronic congenital hyperinsulinism. Maybe his family ran out of medicine and his blood glucose dropped, or perhaps they simply couldn't manage the disease. Low blood sugar can cause seizures, brain damage, or even death. Like I said, completely out there but had to mention it because of the unusually lush and plentiful hair seen in the PM pic.

Which parts do you see as being touched up? There's a very long philtrum...is that from where it's been touched up between the nose and upper lip?

It also looks a very sad and scared face, which only adds to the heartbreak.

Did they ever release the water current information to estimate where Jacob entered the sea? Even after following Bella's case I'm finding it hard to believe with this little guy that someone moved his poor dead body and put his body in the sea.

Whoever did this must be freaking out inside (again) that this time someone will recognize him.

Drawing a blank on who was working on currents in this thread, but they were correct. GPD said currents were going from east to west - they mentioned the ship channel and east beach as possible points of entry...but I imagine he could've drifted from a bit further away as they say he was placed in the water locally "somewhere in Galveston County"

Ive been wondering if maybe he entered the water from Bolivar Peninsula

Possibly as far as high island?

That was meticulously. I’ll get in touch with him/her if I can.

Well, you’ll be pleased to know that ‘Little Jacob’ has made the international press:

Texas authorities take the extraordinary step of releasing a photo of a dead boy dubbed 'Little Jacob' who washed up on a Galveston beach three months ago in hopes of solving the distressing case
By Ashley Collman For Dailymail.com
00:03 AEDT 01 Feb 2018, updated 03:01 AEDT 01 Feb 2018

  • WARNING: GRAPHIC IMAGE
  • The body of a dead boy washed up on a Galveston, Texas beach on October 20, and authorities still don't know the three- or four-year-old boy's identity
  • On Tuesday, authorities made the unusual decision to release a picture of the dead boy's face in hopes someone will come forward and identify him
  • They say releasing the disturbing photo was a last resort, after all other means of identifying the child were exhausted
  • Authorities are still unsure how he died, since autopsy showed he didn't drown
  • There were signs of abuse on his body and he was about half his age's healthy weight, but a coroner did not believe any of the injuries would have been fatal
‘The FBI is offering a $10,000 reward for information leading to the boy's identity and Crime Stoppers is offering a $5,000 reward.

Anyone with information on the boy is being asked to call 1-800-CALL-FBI or 1-800-225-5324.’

I did wonder about that hair on his forehead, and his eyebrows seemed quite heavy for his age.. It doesn't sound like a good condition to have in a child that's half the weight he should be?

I take it that is something the ME will notice and if he/she thinks it's likely they can include that in the tox screen? That might help to narrow it down to look for prescriptions of that medication made out to children of Jacob's age.

They could be doing genetic screening tests as part of those whose results haven’t come in yet.

That poor, sweet boy. This reminds me so strongly of Baby Doe up here in New England. Hopefully he is identified soon and his killer brought to justice. (Or if he died naturally, just Justice in general for him)

They mentioned they had to touch some of it up due to decomposition. Just based on the coloring of the photo, I think his nose and area around his eyes/mouth needed to be touched up.

I think the heel test prick results are kept for at least 5 years in the UK.
What are the chances Little Jacob wasn't born in a hospital and without a midwife present?

He was circumcised so I think that ups the chances of him being born in a hospital.

Glad to see Jacob hitting the international press. It might be DM, but publicity is good.

Thinking of Jacob & Madison a whole lot with the release of the new information/PM image.

I can't stand the thought that he was underweight as well as dumped like he was. :(

Signs of abuse on his little body... :(

Hope they find out what happened and imo there's no reason for law abiding people to throw a baby into the ocean. So def. foul play of some sort.

If a toddler passes from natural causes and you've done nothing wrong-- why hide/throw away his body ?

Bolivar Ferry. I've ridden it many times. Just bouncing off your post Lyssav, hope you don't mind.

Detective Banks told Dateline that investigators believe Little Jacob died on either October 17 or 18, 2017. [He was found on the evening of October 20 by a woman walking in the sand along the Galveston Beach.]

“Based on reverse drift analysis conducted by the U.S. Coast Guard and National Weather Service, it is believed that Little Jacob’s body was put into the water locally in the Galveston County area,” he told Dateline.

Location as noted on the Galveston Police Department FaceBook page:

After receiving a 911 call on Friday evening, October 20th, the Galveston Police Department located the body of a male child on the sand adjacent to the surf in the 700 block of Seawall Blvd.

Looking for the map that was posted originally because this is as close as I can find (712 Seawall Boulevard -Porretto Beach?) and I can be directionally challenged at times.

Thinking they came in on 45 possibly from League City, Dickinson, Texas City.

D’oh! I must have skimmed over that fact, Amy. Was it in the DM link?

I just did a little bit of searching on congenital hyperinsulinism, and there does seem to be a doctor specializing in the condition at Texas Children's hospital.

I also read a blog by a woman whose son has the condition and it seems very care intensive. On this blog she was saying that her child needs feeding carbs every 3 hours or so or his blood sugar will drop too low. The blog also mentioned the child having seizures prior to diagnosis.

I also checked the Wikipedia page for Baby Grace. They seem to have gone a very long way to dump her body? But I couldn't find an exact location where she was dumped, and I'm not sure which side of the island her body washed up?

I've closed the G maps page down now, but I'm thinking from League City area maybe up to Pasadena, there are a few places where the land juts out. And on the other side there's a small town called Winnie that has a road that leads right down to the sea...on the other hand I'd personally be tempted to dump a body before I got to the sea, but I suppose you never know. I'm also thinking a larger town is more likely due to someone being able to blend in more and people not noticing so much if a child is 'missing' from a home?

With the possible FAS I'm wondering about prostitution in the oil refinery areas? I'm not trying to be judgmental as I think a lot of prostitutes value their children highly and the prostitution helps them afford things for their children they otherwise couldn't afford, I'm just sort of trying to build up a 'profile' in my mind of things that might connect together. The thing is that prostitution can also go along with a mother not taking care of herself, even in pregnancy, and also having a 'father' that is abusive both to mother and child, and abuse and neglect in the household.

I'm sure my speculation is useless. I just hope so much that we're close to getting an ID for Little Jacob and finding out how he ended up where he did.

 I should have looked at DM first!!! They always have the best pics. I don't see mention of the circ in the DM, but it was in the Dateline NBC News article.

Regarding the isotope testing, maybe this statement is reflecting that is a test they are still awaiting results:

Not all lab tests have yet been processed and sent back to the investigators

Regarding the circ:

Little Jacob was approximately 3’ tall and weighed about 26 lbs. He had black hair, brown eyes and has excessive hair growth on his forehead and back. He had not yet lost any of his baby teeth. He had also been circumcised.

Your speculation is definitely not useless. I just posted and saw your post and the first line:

congenital hyperinsulinism, and there does seem to be a doctor specializing in the condition at Texas Children's hospital.

I have serious goosebumps all over my entire body!!! Head to toes! I too thought of League City, but when I read Winnie in your post it gave me the shivers.

The answer to Little Jacob's identity may very well be in records at the Texas Children's Hospital!!!
