I can understand someone not knowing the risk if they're from out of town, but anyone from the area, especially a camp owner, has no excuse. Floods are so common. I was in a flood in the 90's at another campground on the Guadalupe. We lost all our possessions and a pickup. Some locals helped us out and gave us dry clothes and a ride. It's a very common story.
This flood event was obviously so much worse, all factors had to line up exactly to produce it. There were mere minutes once the river started rising to get everyone out. All property owners/managers should have been on high alert all night guiding their charges to safety. There were plenty of warnings. There is simply no excuse.
