They removed the specific areas where the cabins were located from what I believe was the highest level of flood risk.

Apparently experts are looking and this and trying to figure out why. Usually it's due to accommodations made to alleviate or mitigate flood risk.

This is also around the time they lost ACA accreditation.

I don't understand this. Are they saying they removed the actual buildings or just took them off a map?
They got FEMA to reduce regulations. Hence, they were able to build in the floodplain.

This is what I would suspect has been happening all along with Camp Mystic.

Despite having the families of very wealthy and influential people across the South choosing this camp for their daughters to spend summer weeks at, the infrastructure of Camp Mystic was able to fend off the expenses and zoning problems of building cabins in safer locations by changing zoning laws and regulations, rather than fix the problem.
It's very sad. This camp is so exclusive...I'm shocked that it did this with all the wealth involved here.

Everyone said such wonderful things: LBJ's daughter and her granddaughters, Bush's daughter (Jenna) a local well known business woman named April Ancira. Other lesser-known locals have said wonderful things. Daughters of Texas politicians, professional sport's.. Daughters of attorneys and judges, doctors, well heeled business people etc.

I only know about some of the public camps. (My son worked at one in Center Point, which has all sorts of licensing and regulations because it's for children with special needs) I know nothing about these exclusive camps. You would think an exclusive camp would "have everything".

I'm quite shocked....


And so began a Johnson family tradition. Lynda’s younger sister, Luci, would follow her to Mystic. And in the years to come, so would their daughters and granddaughters, some of whom became counselors there.

I don't think you comprehend the vastness of what you're asking, or the risk of misinformation at including those people. What I am doing now requires a solid two to three hours work a day. In early days after the flood, I was working on it continuously during all my waking hours. And that's researching, looking for supporting sources, double and triple checking everything, and then, I code everything manually in html, on my phone, which is extremely difficult. And it doesn't end there, as a large amount of names I've had to keep researching to find all relevant information about age, location/circumstances.

I never claimed that this list was for the benefit or use of people seeking loved ones. It is an account of loss, supported by reliable sources, no more, no less.

Obviously Aidan and Katherine were announced very recently, because I definitely checked both of them about twelve hours ago and there hadn't been any sign they had been found yet in MSM. I can't say about Jayda, I think it had been over a day since I checked for her. Hopefully a lot of the missing I had found mention of over the last week are just waiting on confirmation of identity.

You think the secretary of DHS was involved in that decision? Waivers are usually granted by experts in the area who can evaluate accommodations made (berms, culverts, etc) and determine that a waiver is valid.
FEMA reports to the Department of Homeland Security (DHS). Regardless of whoever made the decision, the buck stops with the Secretary, whether Secretary Napolitano or Secretary Noem.

Unlike several other summer camps along that stretch of the river, Mystic was not accredited by the American Camp Association, a national body that maintains standards on camp safety and emergency preparedness.

I think you can remove Gary and DeeAnn Knetsch, they're on the confirmed/found list.

I have removed Harley Moeller from the found list because the link I had to support her being on there has been modified, and sleuthing a close relative's Facebook, as little as six hours ago, they said she had not been found. The same family member did have posts about Gary and DeeAnn being found.

I'm sorry if I snipped that in a confusing way! The article says that FEMA granted an appeal from Camp Mystic to remove their buildings from FEMA's flood plain map:

"Federal regulators repeatedly granted appeals to remove Camp Mystic's buildings from their 100-year flood map, loosening oversight as the camp operated and expanded in a dangerous flood plain in the years before rushing waters swept away children and counselors, a review by The Associated Press found.

The Federal Emergency Management Agency included the prestigious girls' summer camp in a "Special Flood Hazard Area" in its National Flood Insurance map for Kerr County in 2011, which means it was required to have flood insurance and faced tighter regulation on any future construction projects."
