“I loved Lilly like she was my own,” says Phifer. “I miss her every day. I still can’t quite believe that this has happened.”
Phifer 34, spoke to News 8 Monday from the Dallas County Jail against the advice of his attorney. He says he did so because he wanted to tell his side of what happened the day Leiliana died last month in a case that has galvanized renewed attention on the failings of the Child Protective Services system.
The grandparents (parents of bio dad) had reported signs of abuse previously, and were denied many visits by the mother. They tried hard to protect her.... the system failed again.

There was also an 18 month old boy, whose father was the boyfriend arrested for Leiliana's death.
On the morning of the girlÂ’s death, Quezada was at the home of her boyfriend, Charles Phifer. The couple went into the bathroom to shoot up heroin, leaving Wright with the coupleÂ’s 18-month-old son in the living room.

I don't know how many other children this woman had, but apparently other children were removed from her by a judge's order. Poor little girl was born when mother was in prison. Yet when this woman got out of prison, judge in TX just gave her custody, no problems. The mind boggles.
"In 2008, Quezada was arrested for driving with alcohol and was later arrested again on a drug charge. Two years later, an Illinois judge took away her children. She also arrested for felony burglary in 2010."

Quezada pleaded guilty to one count of injury to a child as a part of plea bargain with the Dallas County District Attorney's Office. She'll be sentenced to 50 years in prison in exchange for her testimony and cooperation during Phifer's upcoming trial. Had she gone to trial, she faced up to life in prison.

Quezada will be sentenced once Phifer's trial has concluded. He is due back in court in September.
I was hoping for a "date" in September....
Guess I'll just have to wait.
50 years in prison - now that's what Bella's "mother" should have gotten....
