The charge resulted in Schefflers arrest and the protective order against him.

Certain sections of the Texas Family Code require that a person seeking standing in a child custody case must have cared for the child for six months and that care could not have ended more than 90 days before a petition is filed, according to a brief filed by Assistant County Attorney David Brown.
Scheffler testified that he no longer had contact or lived with the girls or their mother after Oct. 4, when he was arrested and Bates had a protective order issued against him, the judges order said. Scheffler did not file a suit until Jan. 5, which was beyond the time limit set in the family code, the order said.
Even if the time is calculated from the day after Mr. Scheffler stopped living with the family, the 90-day requirement would have ended on Jan 3, 2018, according to the brief filed by Brown.

I say this because The Refuge (group home for sex-trafficked victims) is right down the road from SM. The local support and financial resources that are tied to the Refuge are phenomenal. There may be some outreach for her after all the national headlines.

Maybe the thought of living with aunt and uncle in AR isn't that alluring after everything she has lived through? Or her paperwork takes longer? Dunno.
Yeah, maybe it is simply the best option for her now for reasons we can't fathom (or don't need to).The group home is near San Antonio. Isn't that where her grandmother lives? Maybe her foster placement in Hays county wasn't working out. Some teen girls end up temporarily in group homes, maybe for several months... for different reasons.
IMO. I'm not sure if he is the one that actually killed the mother, hence no murder charges The death could be because of his conduct, as it is stated.

I'm with you. I believe he'll be found guilty and put in prison, leaving TX LE time to build a solid murder case. MOO.IMO, I believe that once the he is found guilty of the federal charges, they will charge him with capital murder, because the motive will be painfully clear.

Officials in Louisiana are also issuing a warrant for his arrest after he violated the terms of his probation following a 2014 conviction for domestic abuse battery. The Defense is trying hard to paint Tonya as a victim of her own vices. But could it be that Tonya was just legitimately trying to find companionship? If there was a third person who did it, there would be evidence of the encounter.
The defense has put up a strong front, but I see cracks in that story. IMO.
