My thoughts even though a few things are off:
61548155_2641821019179122_342489466801225728_n.jpg

On June 3, 1978, the body of an unidentified white male was found lying on the pavement of Division Street, half a block east of Corona Street in #LongBeach, California.

He had been deceased less than 24 hours prior to discovery.

The John Doe is believed to have been between 17 and 23 years of age. He was 5'7", weighed 130 lbs and had hazel eyes. He had a 3/8 inch scar half an inch above his right eyebrow. He had a slim build with fair skin, and brown hair that extended just below his ears.

The John Doe was found wearing a light blue T-shirt-size 42-44, blue jeans (“LEVI” brand), a brown leather belt, blue socks, and blue and white tennis shoes with brown soles (“REDWING” brand). He also had a faint stamp on the back of his hand that read “PAID”.

If you have any information that could lead to his identification, please contact #NCMEC at 1-800-THE-LOST.

This does look like a good match. The distance is puzzling, TX to CA combined with the fact that he was disabled. I wish they could have elaborated on that. A mental disability means he could be easily controlled by someone without fully comprehending the situation.

Not a match:
Got the response in minutes

"John Doe #146 is excluded from being missing person Robert Coe.

Per NamUs, UP4428 has DNA in CODIS since 2009 and MP9222’s mother has DNA in CODIS since 2007. There has not been a match between these two individuals.

MP9222 has fingerprints on file with the FBI, UP4428’s prints have been searched through the FBI database multiple times without a match."

I found a few more pictures of him today. Apparently he was president of the photography staff.
The pictures were taken around 1971-1972.

According to the Charley Project blog, he lived with roommates and was attending the University of Texas at Austin at the time of his disappearance. Apparently depression was the only thing listed as his disability - I know mental health was perceived differently in the 70s to now, but was depression considered a disability? I'd assume at least he wasn't intellectually disabled if he attended a mainstream school, was at university and involved in extracurriculars like photography, especially in the 70s before inclusion was a thought in anyone's mind. There's really not much out there about him. I'd love to know why foul play was suspected - what evidence of there was this? If there isn't any really, why could this not be a suicide, given his depression?

Just rambling thoughts as I know nobody has answers to these questions.

there is really little or nothing about it... depression is a delicate subject there are people who cannot handle it as easily as others but they always end up the same... with the death of the person... they jump off a bridge and crash their car takes a bullet in the temple or they are going to walk into the desert.. this young man maybe which was the path he took but hopefully he has found the peace he was looking for..
whatever it is rest in peace
