I did a search for this UID and did not find a thread for her case, so I am starting one. I think she is identifiable - she was estimated to have been killed the day before her death, so her remains were mummified and not yet skeletal, and according to the NAMUS file there are dentals and fingerprints available for ID matches (they are unsure if DNA was taken).

This doe was found about a month after Ruby disappeared, within a 4 hour driving radius, and is exceptionally tiny like Ruby is described. Not perfect, but could be worth looking into.
